"Rainbow Randolph" Smiley, a corrupt children's television host, is disgraced by an FBI sting for accepting bribes from parents who want to put their kids on his show. Randolph is replaced by the "squeaky clean" Sheldon Mopes and his character, Smoochy the Rhino. Mopes is uniquely sincere and thoroughly interested in providing quality child edutainment, and his show quickly becomes tremendously popular. Randolph finds himself unemployed and homeless, and turns to his former associate Marion "Frank" Stokes for help. Stokes refuses Randolph, telling him that he can't even be seen talking to him. In an effort to return to the spotlight, Randolph hatches several schemes to tarnish the reputation of Mopes in hopes of reclaiming his time slot.

George Newman ("Weird Al" Yankovic) is a Walter Mitty-esque daydreamer whose hyperactive imagination keeps him and his friend Bob (David Bowe) from holding a steady job. George's uncle Harvey Bilchik (Stanley Brock) wins the deed to Channel 62, a UHF television station on the verge of bankruptcy, through gambling in a game of poker, with a couple of sevens ("I was bluffing!"). After prodding by his wife Esther (Sue Ane Langdon), Harvey reluctantly gives control of Channel 62 to George. George and Bob meet the Channel 62 staff which is made up of the receptionist and wannabe reporter Pamela Finklestein (Fran Drescher), dwarf photojournalist and cameraman Noodles MacIntosh (Billy Barty), an unnamed overweight cameraman, (Lou B. Washington), and eccentric engineer Philo (Anthony Geary). George attempts to introduce himself to the rival VHF network station, Channel 8, but its owner, the cynical R. J. Fletcher (Kevin McCarthy), angrily chases him out. On his way out of the station he encounters janitor Stanley Spadowski (Michael Richards), who was recently unjustly fired by Fletcher. George offers him a janitorial job at Channel 62.

Charlie Tuttle (Jeff Daniels) is a partner in a successful law firm, Whitfield and Morris. Novelist Larry Donner (Billy Crystal) struggles with writer's block due to his resentment towards his ex-wife Margaret (Kate Mulgrew), who stole his book and garnered mainstream success and critical acclaim with it. He sees Strangers on a Train, in which two strangers conspire to commit a murder for each other, figuring their lack of connection to the victim will, in theory, establish a perfect alibi. Having overheard Larry's public rant that he wished his ex-wife dead, Owen forms a plan to kill Margaret, believing that Larry will, in return, kill his mother.
