The film stars Michael Douglas as the veteran agent, Kiefer Sutherland as his protégé, Eva Longoria as a rookie Secret Service agent, and Kim Basinger in the role of the First Lady. It is based on the novel of the same name by former Secret Service Agent Gerald Petievich, the author of the book To Live and Die in L.A., also made into a film. It was filmed in Washington, D.C. and in the Canadian cities of Toronto and Kleinburg, Ontario.
Synopsis
Peter "Pete" Garrison (Michael Douglas) is a Secret Service agent and one of the personal bodyguards for First Lady of the United States Sarah Ballentine (Kim Basinger), with whom he is having an affair. He is one of the oldest and most experienced agents, having been involved in saving Ronald Reagan's life during the Reagan assassination attempt.Actors

An American Muslim man and former Delta Force operator, Yusuf (Sheen), makes a videotape. Judge Steven Hardin (Michael Douglas) is an idealistic Los Angeles jurist who gets frustrated when the technicalities of the law prevent the prosecution of two men who are accused of raping and killing a 10-year-old boy. They were driving slowly late at night and attracted the suspicion of two police officers, who wondered if the van's occupants might be burglars. After checking the license plate for violations, the policemen pulled them over for expired paperwork, claimed to have smelled marijuana, then saw a bloody shoe inside the van. However, the paperwork was actually submitted on time (it was merely processed late), meaning the police had no reason to pull over the van and Hardin has no choice (see fruit of the poisonous tree) but to throw out any subsequently discovered evidence, i.e. the bloody shoe. Hardin is even more distraught when the father of the boy attempts to shoot the criminals in court but misses and shoots a cop instead. Subsequently, the father commits suicide while in jail only after he informs Hardin that another boy has been discovered raped and murdered and tells him "This one is on you, your Honor. That boy would be alive if you hadn't let those men go." After hearing all this, Judge Hardin approaches his friend, Judge Caulfield (Hal Holbrook), who tells him of a modern-day Star Chamber: a group of judges who identify criminals who fell through the judicial system's cracks and then take actions against them outside the legal structure.

The film opens in a Warri prison in the Niger Delta where a noose is being set up to hang Ebiere (Mbong Amata). It switches to Los Angeles, California; Tom Hudson (Mickey Rourke), CEO of Western Oil is kidnapped on his way to the airport by a movement group tagged "United People's Front for the Emancipation of the Niger Delta People of Nigeria". The kidnap is carried out by Tamuno (Enyinna Nwigwe - the leader of the movement, Timi (Wyclef Jean), Opuwei (Akon), Timi (Razaaq Adoti) and Pere (Robert Peters) after orchestrating an accident near the second street tunnel. Also kidnapped is a reporter, Kristy (Kim Basinger) and her cameraman. Tom Hudson, his wife (Kristin Peterson) and Kristy, together with several others at the accident scene are captured and held hostage within this tunnel which has already been closed off on both sides by the group. Seven hours, no communication is heard from the tunnel - the police, the anti-terrorism unit and the general public have no idea who the "terrorists" are or what they want. Meanwhile in the tunnel, Tamuno tells Tom that they are in Los Angeles to save Ebiere and declares that if Ebiere is eventually hung in Nigeria, then the "truly guilty" ones should go with her. He releases the women and children and instructs Kristy to record what is happening in the tunnel.

Arthur Banks (Sutherland) is an Ivy League-educated hitman for Latin American drug cartels who picks up solitary women, uses them as cover for a hit, then kills them. His trademark is a bullet with a tungsten core. Over the years, he has become wary of the FBI's attempts to catch him, including by use of satellite and security cameras, which leads him to mostly stay in rural desert areas when not working. The FBI team is spearheaded by Agent George Scanlon (Sheridan), who lost five years of his career when Banks killed a witness he was guarding 15 years ago while leaving no evidence behind. In a desperation sting, Scanlon plants Agent Bennie Harper (Walters), portraying a drifter, in Banks' path, and Banks picks her up for what he says will be his last job, a hit on a Mexican presidential candidate. Scanlon and Agent Donna Marbury (Stefanson), along with several support agents, follow Banks and Harper through the Southwest, but the scheme goes wrong when one of the tailing agents is spotted and caught by Banks.

John Tunstall (Terence Stamp), an educated Englishman and cattle rancher in Lincoln County, New Mexico, hires wayward young gunmen to live and work on his ranch. Eleven-year-old Napoleon (Johnny Whitaker) lives with his grandfather (Will Geer). He and his grandfather adopt a lion named Major when by chance they meet an old clown who cannot take him back to Europe. The old lion has bad teeth and only drinks milk so they put Major in the chicken cage to look after him. Vanessa Lutz (Witherspoon) is a poor, illiterate teenage girl living in the slums of Los Angeles.
