Set in Rome and its surroundings, the film tells in a frighteningly realistic, ruthless and grotesque the evil of two powerful men of Italy in the seventies: a Director of illegal buildings (Vittorio Gassman), extremist fascist, and an upright judge, cynical looking in part to the Italian law (Ugo Tognazzi). Both can not stand each other, given the contrasts between the two men in any social, political and philosophical. Everyone hates each other and would like to delete it, but just because of the bad example that the two men give power to the people, many Italians are adversely affected because of cheating and rudeness of the fascist manufacturer and the communist magistrate. The director Dino Risi underlines the misdeeds and the weakness of the Italian people to react accordingly, by focusing on the story of these two men who are each other's opposite of the net.

A blind Italian captain, accompanied by his aide Ciccio, who has been assigned to him by the army, is on his way from Turin to Naples to meet with an old comrade who was also disfigured in the same military incident. Unknown to his aide, the Captain means to fulfill a suicide pact there. While they journey, the Captain asks Ciccio to help him spot beautiful women. Unsatisfied with the boy's descriptions, he uses his nose instead, claiming that he can smell a beautiful woman. During their journey, he carries with him a picture of his beloved Sara, whom he could not bear to have see him disfigured and helpless. The suicide pact is eventually thwarted once Sara enters the picture, and the boy Ciccio does some much-needed growing up.

En Italie, la loi 180 du 13 mai 1978 supprime la détention des malades mentaux en hôpital psychiatrique. Après dix-huit ans passés en hôpital psychiatrique, Augusto Scribani revient chez lui. The film is set in Rome in 1922. Two friends returning from the First World War, Rocchetti and Cavazza, participating in the Fascist Party, are convinced that the movement and the leader Mussolini can guarantee a period of peace, growth and stability in an Italy torn destruction of the bombs. Unfortunately the joys of the two friends soon vanish, as Mussolini proves to be a tyrant, who performs after the March on Rome. The film features several episodes in which actors Ugo Tognazzi and Vittorio Gassman are the greatest performers. The themes of the short stories are intended to offer a clear picture of the habits, vices, of cheating and taste typical of the majority of Italians in the Sixties. Obviously the characters and funny situations are written and staged in a way that touches the limits of satire and coarseness, however many of these issues are still recognized by the Italian company. The satire of the episodes affects people of both noble origins of poor people, both political and police officers who abuse their power and, last but not least the middle classes. To remember are the episodes as The Monster in which a man who has killed the whole family and has barricaded himself in the house was arrested by two policemen (Gassman and Tognazzi) and photographed with the present. However, although the man is a murderer, the two cops are real monsters of ugliness. Another episode to remember is Education in which the parent Ugo Tognazzi educates his son (Ricky Tognazzi) being a perfect cheat to appear more masculine and smart, to pay much less and not plunging into heavy or boring situation would certainly not born. He instructs his son in beating their classmates who do not want him to copy the tasks and lie age when he went to the fair to not pay the ticket. When the child grows, the first thing it will do is make amends for his teachings repaying his father with a pistol and with the theft of all his possessions.

Marco Ravicchio, responsable des relations publiques d'une modeste société de production cinématographique italienne, part pour Buenos Aires pour présenter un film lors d'un festival. Il est accompagné d'un scénariste vorace et sordide, deux actrices sans talent à la recherche de publicité et une troisième actrice, Luciana, qui n'est plus très jeune et qui espère trouver un mari argentin fortuné. A Buenos Aires, le groupe est importuné par un riche émigrant italien, l'ingénieur Marucchelli, qui a fait de la nostalgie son passe-temps favori. Marco n'obtient pas de le prêt de son ami Stefano, émigré des années auparavant et demande l'argent à l'ingénieur Marucchelli qui ne lui donne que des belles paroles. A la fin du festival, le groupe retourne en Italie avec un peu d'expérience et beaucoup déception.
