Synopsis

After stealing diamonds in a robbery, diamond thief Frank Warren is betrayed by his best friend Sam and his fiancée Noelle, who turns him into the authorities. Frank is sentenced to 12 years imprisonment at Camp Holliday, an experimental prison where each convict is given an electronic collar containing an explosive device which is electronically connected to another inmate. If any inmate tries to escape from Camp Holliday and is separated from the collar-mate by more than 100 yards, their collars will explode. Frank learns the inmate he is connected to is Tracey Rigg and Tracey and Frank both escape with their collars intact. On the run from the authorities, Tracey and Frank find they are being pursued by Sam and Noelle, believing Frank will lead them to the diamonds, which he has hidden.

In 2000, during the 20th annual race, a resistance group led by Thomasina Paine (Harriet Medin), a descendant of 1770s American Revolutionary Thomas Paine, plans to rebel against Mr. President's regime by sabotaging the race, killing most of the drivers, and taking Frankenstein hostage as leverage against the President. The group is assisted by Paine's great granddaughter Annie (Simone Griffeth), Frankenstein's latest navigator. She plans to lure him into an ambush to be replaced by a double. Despite a pirated national broadcast made by Ms. Paine herself, the resistance's disruption of the race is covered up by the government and instead blamed on the French, who are also blamed for ruining the country's economy and telephone system. The game has sadistic rules, where killing a baby and physically challenged people will give the player extra points. Machine Gun Joe (Sylvester Stallone) is the main opposition to Frankenstein.

In 1978, a Haitian man named Christophe (Conrad Roberts) mysteriously dies in a French missionary clinic, while outside a voodoo parade marches past his window with a burning coffin. The next morning, Christophe is buried in a traditional Catholic funeral, at which his sister cries over his body and prays for his soul. Onlooking is a mysterious black man dressed in a suit who was also outside Christophe's hospital window on the night he died. An earthquake leaves the California coastline in ruins and reduces the beaches to a state of chaos. A group of Neo-Nazis led by Adolf (Brenner), the self-proclaimed "Führer of the new beach," takes advantage of the resulting chaos by fighting off several rival surfer gangs to seize control of the beaches. On Amity Island, Chief Martin Brody (Roy Scheider), the hero of two previous shark attacks, has died from a heart attack. His wife, Ellen (Lorraine Gary), attributes it to the fear of sharks. The film adheres very closely to Lovecraft's story, but there are a few changes. The sailors aboard the Emma first encounter the Alert abandoned at sea, rather than crewed by Cthulhu cultists and taken over by Emma 's crew after a violent confrontation as in the original story. Additionally, the film depicts the narrator present at the time of his great-uncle's death, who dies peacefully in his sleep, rather than being summoned upon the mysterious death of his great-uncle, who was presumably killed by Cthulhu cultists in the original short story. The narrator (Matt Foyer) notes as well that Inspector Legrasse, who had directed the raid on cultists in backwoods Louisiana, had died before the narrator's investigation began.

Will Graham (William Petersen) is a former FBI criminal profiler who has retired because of a mental breakdown after being attacked by a cannibalistic serial killer, Dr. Hannibal Lecktor (Brian Cox) whom he captured. In the aftermath of Godzilla's attack on Tokyo and his later imprisonment at Mt. Mihara. a team of scientists discovers cells left in the rubble by the monster and collects them. A group of American militants takes a sample of their own. They attempt to escape with them, but are killed by a lone assassin codenamed SSS9, who steals the sample and departs. He boards a cruise liner and heads to the Republic of Saradia to deliver the cells to the Saradia Institute of Technology and Science. The president of the institute wants to use the cells to merge with genetically modified plants, hoping to transform Saradia's deserts to vast greenery and end the country's dependence on oil wells for wealth. Dr. Genshiro Shiragami and his daughter, Erika, are enlisted to aid with the ambitious project. However, a terrorist bombing destroys the institute's laboratory, ruining the cells and killing Erika.
