Lex Luthor, the Atom Man, invents a number of deadly devices to plague the city, including a disintegrating machine which can reduce people to their basic atoms and reassemble them in another place. But Superman manages to thwart each scheme. Since Kryptonite can rob Superman of his powers, Luthor decides to create a synthetic Kryptonite and putters about obtaining the necessary ingredients: plutonium, radium and the undefined 'etc.' Luthor places the Kryptonite at the launching of a ship, with Superman in attendance. He is exposed to the Kryptonite and passes out. Superman is taken off in an ambulance driven by Luthor's henchmen, and he is now under the control of Luthor. Superman is placed in a device, a lever is pulled, and the Man of Steel vanishes into "The Empty Doom" (which bears a similarity to the Phantom Zone of the comic books). Most of chapter 7 is a repeat of the origin story from chapter 1 of Columbia's first "Superman" serial, and this serial also finds a way to work in stock footage from Ken Maynard's 1936 Avenging Waters (also directed by Spencer Gordon Bennet). The serial features several elements re-used in later Superman features: the Man of Steel is exposed to synthetic Kryptonite during a public function, as he is in the motion picture Superman III. When he escapes from "The Empty Doom", the headline of the Daily Planet proclaims: Superman Returns, the title of the 2006 Superman movie.

After appealing a second time, Marvin drives off, and his car explodes. Although Frank does not believe Marvin is dead, Sarah convinces him to go to Marvin's funeral where he delivers a teary-eyed eulogy. After the funeral, a group of government agents approach Frank and take him to be interrogated at a Yankee White Facility. During the interrogation, Jack Horton (Neal McDonough) appears with an armed SWAT team, kills most of the facility's personnel, and tells Frank that he will torture Sarah until he gets information out of Frank. Frank escapes from the room, evades Horton's assassins, and with the sudden timely help of Marvin, who turns out to be alive, goes on the run with Sarah. Marvin explains that he and Frank are being hunted because they were listed as participants in a Clandestine operation codenamed Nightshade, conducted during the Cold War to smuggle a nuclear weapon into Russia piece by piece. Horton has convinced world agencies that Frank and his crew are terrorists and must be stopped. Victoria (Helen Mirren) calls, telling Frank she has been contracted by MI6 to kill the three of them. In Gotham City, Batman stops a hostage situation in a bank caused by Two-Face, the alter ego of the disfigured former district attorney, Harvey Dent. However, Two-Face escapes. Edward Nygma, a researcher at Wayne Enterprises, develops a device to beam television directly to a person's brain; Bruce Wayne—with whom Nygma is obsessed—rejects the invention, noting that it "raises too many questions", and Nygma angrily resigns from his position after killing his supervisor Fred Stickley, and forging his suicide note and footage. Everybody except Bruce is convinced it was a genuine suicide. During a news report, it shows how Harvey Dent became Two-Face: While he was prosecuting Sal Maroni, Maroni threw acid in Harvey's face; Batman tried to stop him but failed. After meeting Batman-obsessed psychiatrist Dr. Chase Meridian, Bruce invites her to a charity circus event. There, Two-Face and his henchmen storm the event in an attempt to discover Batman's secret identity, and in the process murder The Flying Graysons, a family of acrobats who attempt to stop him. The youngest member, Dick, survives and throws Two-Face's bomb into the river to detonate safely underwater but the rest of the family dies.

In Tibet, following the First World War, an American named Lamont Cranston (Alec Baldwin), succumbing to his darker instincts during the war, has set himself up as a brutal warlord and opium kingpin under the alias of Ying-Ko (Mandarin Chinese for "Dark Eagle"). He is abducted from his palace by servants of the Tulku (Barry Dennen), a holy man who exhibits otherworldly powers and knows Cranston's identity. He informs Cranston that he is to become a force for good. Cranston objects but is silenced by the Phurba (Frank Welker), a mystical sentient flying dagger that assaults Cranston, wounding him. Cranston is unable to refuse and remains under the tutelage of the Tulku for seven years. He learns to "cloud men's minds," a form of mystical, psychic hypnosis that allows him to influence others' thoughts and bend their perceptions so he cannot be seen, except for his shadow (since light itself cannot be deceived), hence his new alias.
