Synopsis
Having solved a high-profile case involving a serial killer, Jessica Shepard (Ashley Judd) is a rising officer in the San Francisco Police Department. She is transferred to the homicide division and promoted to the rank of inspector. Her deceased father's former partner, John Mills (Samuel L. Jackson), serves as her proud mentor. Shepard finds that she might once again have to prove herself in a department that takes no prisoners.Actors

Stephen Wilson, aka "The Eye" (Ewan McGregor), spies on office workers in the neighboring building having sex, then humiliates them by sending photos of their tryst to their colleagues. From the beginning, Stephen appears to be slightly off kilter, having used a gunstock to take aim at the office workers and later pining over an old photo of his estranged daughter's elementary school class. As the film begins. A former criminal and drug dealer Lucky (Wesley Snipes) was released from prison and tries to lead a respectable life despite his troubled past.
