Rev. Tom Bird (Terry Kinney), seemingly the perfect family man and Lutheran minister, becomes romantically involved with Lorna Anderson (JoBeth Williams), a new woman in town, openly unhappy with her hard-drinking husband, Marty (Terence Knox). Before long, the two are talking about fleeing Emporia together to establish his dream of a family counseling center in New Mexico. He even talks about the possibility of a lucrative television ministry. But there are two nagging problems: their respective spouses. In July 1983, the body of Sandra Bird (Annabella Price) is discovered floating beneath a bridge in what looks like a car accident. But state trooper John Rule (Keith Carradine) becomes suspicious about the lack of skid marks and blood stains on the bridge. Unfortunately, an official investigation stalls until Lorna's husband is also murdered.

A slaughterhouse process follows the unloading of cattle to the making of sausages. A wristwatch and a shoe appear on a conveyor line, making it clear that a human cadaver is processed among the cattle. A woman operating the sausage machine is interrupted by "Weenie" (Gregory Walcott), who has timed the machine using his watch. A squad of nine Louisiana National Guard soldiers convene in a Louisiana swamp for weekend maneuvers. The teenage members of a group of self-proclaimed pacifists decide to carry guns. They call themselves The Dandies. Their club is assembled from the young misfits in a fictional small American mining town, Electric Park. It is started after the main character, Dick Dandelion (Jamie Bell), buys what he thinks is a toy gun as a gift. His co-worker tells him the gun is real, and the two start shooting and studying in their spare time. The film opens with three teenage boys pulling up to the house of Ruben Borchardt (Peter Coyote) early on Easter Sunday in 1994. They break into Ruben's house armed with a shotgun, intending to kill Ruben on the promise of payment. Gathering at the top of the basement steps where Ruben sleeps, the boys draw their shotgun and shoot Mr. Borchardt as he makes his way up the stairs. An intruder in a black mask and clothing ties up San Francisco socialite Page Forrester at her remote beach house and kills her with a hunting knife with a jagged edge. He writes the word "Bitch" on the wall with her blood. Her husband Jack (Bridges) later recovers in a clinic with a bloody head wound, claiming to have been knocked unconscious and awoken to find Page's body. Barnes, however, used to work for Krasny, and is reluctant to take the case as she stopped working in criminal law after an incident with him.
