While the first film was set in the United States, Vishwaroopam II is set to take place in India.
Produced by Venu Ravichandran in Tamil, the film is also being produced by Ekta Kapoor and Shobha Kapoor in Hindi as Vishwaroop II. The film is in its post-production stage and was originally set to be released in August, 2016.

The film opens in a rundown pigeon shop in New York City where an old man feeds them. He then sends one pigeon away. It flies high and lands in a skyscraper off the office window of a psychologist who is conducting a session with her client Nirupama (Pooja Kumar), a nuclear oncologist, who begins to confide that hers was a marriage of convenience that provided a safe haven for pursuing her PhD in the U.S.A. for past three years and that her husband Vishwanath alias Viz (Kamal Haasan) is a middle-aged Kathak teacher. She is also put off by Viz's effeminate bearing and is attracted to her boss, Deepankar (Samrat Chakrabarti). Doubting whether her husband has secrets of his own, she hires a private investigator to tail him to probe grounds for divorce. She learns from the private investigator that Viz is a Muslim. In a sudden turn of events, the investigator is killed in a sea-side warehouse by Farukh, a prominent member of the terrorist outfit led by Omar (Rahul Bose). A diary on him gives away Nirupama and the terror group led by Farukh nabs the couple. Deepankar is later killed by Farukh's men.

Two honest and bold police officers Adhi Narayanan (Kamal Hassan) and Abbas (Arjun) device a master plan to bring in control the Terrorist Groups and send two secret vigilance officers, named Anand and Shiva on an operation called Operation "Dhanush". The objective is to infiltrate a terror group headed by a man named Badri, and send information back to Abbas. The film starts with Angela Kathamuthu (Rohini) and her cameraman in Central Jail interviewing prisoners serving life imprisonment and awaiting the death sentence. She meets Kothala Thevar (Pasupathy) who is serving a life sentence. He tells his version of the story that led to his conviction. According to him the root cause of the problem is Virumaandi (Kamal Haasan) - the happy go lucky rogue. His support to Kothala Thevar in his clash against Nallama Naicker (Napoleon) brings about a bonding between the two. Annalakshmi (Abhirami), the niece of Thevar falls for Virumaandi. Thevar with an eye on the fertile land owned by Virumaandi does not object to the romance. According to Thevar, Annalakshmi was abducted by Virumaandi and raped. A clash between Virumaandi and Thevar takes places in which 24 innocent people are killed.

Saktivelu (Kamal Haasan) returns home to his father, Periya Thevar’s (Sivaji Ganesan) village in Tamil Nadu, after completing his education in London. Coming to the assistance of a nanny who is almost killed during a bungled hit-and-run assassination attempt, Richard Hannay (More) is surprised to find that there is no baby in her pram. Curious, he meets her at the Palace Music Hall where she has gone to see the act of Mr Memory (James Hayter). Afterwards, she goes back to Hannay's flat with him, where she reveals that she is a spy working for British Intelligence following a group called "The Thirty-Nine Steps"; all they know about their elusive leader is that he is missing the tip of a finger. The Thirty-Nine Steps are in possession of a set of top-secret plans for "Boomerang", a British ballistic missile project that could tip the balance of power in Europe. She tells Hannay that she must leave for Scotland immediately, but while Hannay is out of the room, she is killed by two hitmen.
