Richard et Omar, deux amis de toujours, habitent un quartier de banlieue où ils vivent de la vente de boissons chaudes sur le marché. Tout le monde se connaît ici. Entre voisins, on n’hésite pas à se rendre service, à se faire crédit, formant ainsi une charmante communauté. Tout le quartier est bouleversé lorsqu’Omar devient l’unique gagnant de la Loterie Internationale. Ce dernier prend peur et opte pour l’anonymat ; seul son père est au courant. C’est le début des ennuis… Les habitants du quartier peinent à se tenir tranquilles, la suspicion et la paranoïa les gagnent. Chacun guette le moindre indice de richesse (vêtements neufs, nouvelle voiture, déménagement inopiné) et plus personne n’ose craquer devant la promotion du jour d’une grande surface ! Alors qu’Omar dissimule sa nouvelle fortune, les habitants vont commencer à soupçonner Richard d’être le grand vainqueur de la loterie. Pour Richard, c’est le début des galères.

Jean-Luc et Moussa, deux amis vivant en Seine-Saint-Denis, ont chacun leur ambition: Jean-Luc voudrait ouvrir son cabinet d'avocat, Moussa son propre café. Un jour qu'ils se trouvent dans le tramway, ils sont témoins d'un vol de bijouterie. Le voleur se débarrasse de son butin dans une poubelle avant d'être interpelé par la police. Les deux amis repèrent la poubelle et s'emparent de ce précieux magot constituant un investissement de départ pour leurs rêves. Moussa rachète un café, Jean-Luc installe son « cabinet » dans un réduit du café uniquement séparé de la salle par un rideau. Jean-Claude (25) and Pierrot (23) are young sociopathic men who travel around France, committing petty crimes and running from the law. After they get in trouble with a hairdresser in Valence for stealing his car, they grab his pistol and kidnap his assistant Marie-Ange, an apathetic girl. When they are bored with unorgasmic Marie-Ange, they decide to find a passionate woman and meet Jeanne Pirolle, a deranged woman in her forties who is just released from prison and had spent ten years in a cell. After a threesome, Jeanne commits suicide and the men return to Marie-Ange. They find Jeanne's psychopathic son Jacques who had been incarcerated as well. Then, the four consider founding a crime family but at their first crime, an attempted robbery, Jacques commits a revenge killing and the others flee. While on the run, they meet a family having a picnic near Col d'Izoard and the delinquent teenage daughter Jacqueline wants to join them. They take Jacqueline and on learning that she is still a virgin, they decide to deflower her. After dropping Jacqueline, the three ride away aimlessly.

Paulette and her late husband had a brasserie. Now the xenophobic old lady lives alone in a banlieue and her pension is too small to get along. In the course of a sequestration most of her furniture and also her TV set are seized. Moreover the landline is cut off because of overdue bills. Paulette is desperate to earn money somehow and she hears there is much money to be made in dealing cannabis. She visits a known criminal named Vito in her area and asks him for work. He commissions her eventually to sell his cannabis. Yet the other dealers don't put up with her unexpected success. They beat her up and rob her. Again she is desperate because she has to deliver a certain amount of money to Vito. Instead of just distributing sheer cannabis she starts to sell cakes and biscuits spiced with cannabis. Soon there is a huge demand for her elaborate pastries. Vito's boss gets enthusiastic about her success and plans to sell her biscuits to pupils. When she refuses to support this idea, the villain kidnaps Paulette's grandson. She starts a spectacular attempt to free him but in the end it is her son-in-law Ousmane who saves the day. Finally she leaves France and opens a cannabis coffee shop in Amsterdam, hereby becoming herself the kind of person she used to dislike: an emigrant.

Le maire d'un quartier vétuste et cosmopolite de la périphérie de Paris, où combines et système D règnent en maître, aspire à un peu de calme pour préparer sa ré-élection. The film begins with Alphonse Tram (Gérard Depardieu), a less than gregarious character, idly chatting to an accountant who is travelling home very late. The accountant, a man of orthodox social outlook and standing is disturbed by and fearful of this rambling loner, more so when Tram attempts to give him his bloodstained knife (in order to reduce the chances of him "doing something silly..."). They argue and the accountant puts the knife on a seat a few feet away behind them. They argue some more and then notice the knife has disappeared.
