The screenplay by Hilary Henkin and David Mamet was loosely adapted from Larry Beinhart's novel American Hero. The film stars Dustin Hoffman and Robert De Niro, with Anne Heche, Denis Leary, and William H. Macy in supporting roles.
Just days before a presidential election, a Washington, D.C. spin doctor (De Niro) distracts the electorate from a sex scandal by hiring a Hollywood film producer (Hoffman) to construct a fake war with Albania.
The film was released one month before the outbreak of the Lewinsky scandal and the subsequent bombing of the Al-Shifa pharmaceutical factory in Sudan by the Clinton Administration, which prompted the media to draw comparisons between the film and reality.
Synopsis
The President of the United States is caught making advances on an underage "Firefly Girl" less than two weeks before Election Day. Conrad Brean (De Niro), a top-notch spin doctor, is brought in to take the public's attention away from the scandal. He decides to construct a diversionary war with Albania, hoping the media will concentrate on this instead. Brean contacts Hollywood producer Stanley Motss (Hoffman) to create the war, complete with a theme song and fake film footage of a photogenic orphan (Dunst) in Albania.Actors

Tom Dobbs (Robin Williams) is a comedian of a satirical talk show who is able to tap into people's frustrations with the sharply divided, special interest-driven political climate. In 1965, Airman Second Class Adrian Cronauer (Williams) arrives in Saigon from Crete to work as a DJ for Armed Forces Radio Service. Cronauer is greeted by Private First Class Edward Montesquieu Garlick (Whitaker). Cronauer's irreverence contrasts sharply with many staff members and soon rouses the ire of two of his superiors, Second Lieutenant Steven Hauk (Kirby) and Sergeant Major Phillip Dickerson (Walsh). Hauk adheres to strict Army guidelines in terms of humor and music programming, while Dickerson is generally abusive to all enlisted men. However, Brigadier General Taylor (Willingham) and the other DJs quickly grow to like the new man and his brand of comedy. Cronauer's show consists of unpredictable humor segments mixed with news updates (vetted by the station censors) and rock and roll records that are frowned upon by his superiors.

Colm (Barry McEvoy) takes a job as a barber in a Belfast psychiatric hospital. He meets the staff and is warned against talking about poetry with George, a fellow barber (Brían F. O'Byrne). when he brings it up, George subjects him to his own poor work. The pair chat anyway. Later they meet an orderly escorting a new patient, whom he refers to as "The Scalper" (Billy Connolly), described as the only seller of hair pieces in all of Northern Ireland until he had a nervous breakdown and scalped some of his own customers. Colm and George decide to meet with the Scalper to gain his list of customers; they intend to take over his former hairpiece monopoly. The Scalper agrees to give them the list.
