Robin, who has been married to her girlfriend for six years, and Lacie, who has never had a lasting relationship, are both cast to play lesbian lovers in a Los Angeles stage play. Set in the 1980s, the story focuses on Diana Moffitt, a likable 17-year-old from Portland, Oregon. Trouble starts when her parents decide to file for divorce, as well as being dumped by her boyfriend. She takes it very hard and begins a relationship with a 23-year-old man named A.J. Treace, even though her mother, Gayle, senses that A.J. is bad news. As it turns out, he is a pimp who abuses Diana and lures her into the world of prostitution, which results in her dropping out of school, quiting her job and estrangement from her family. Gayle is devastated by this news and even goes as far as confronting Diana in a strip club where she is working. Desperate to save her daughter, she often confronts her and starts looking for ways to do something about it. Diana sometimes shows interest in her old life, but has trouble breaking out of the dark world she is living in. At one point, Diana disassociates herself from A.J. after a violent confrontation and returns home with her mother, even agreeing to press charges against him, but later drops the charges after A.J. talks her out of it and promises to change.

Melvin Smiley (Mark Wahlberg) is a hitman leading a secret life and maintaining two relationships, one with the demanding and demeaning Chantel (Lela Rochon), who does not accept his work, and another with Pam (Christina Applegate), who knows nothing of his job. Alex Taylor lives in L.A. with his older brother, Jack, who works as a personal fitness trainer and sometime gigolo. Jack reveals to Rachel why he's in New York, and the two conspire to expose Pryce. Rachel, though, needs to raise two million dollars to save her company. In a stroke of luck, Alex wins a contest to shoot a halftime, half-court shot. If he makes it, Rachel keeps her company, Laszlo is arrested, and everyone lives happily ever after.

Frank Drebin (Leslie Nielsen) has retired from Police Squad and lives a basically happy life with his wife, Jane Spencer-Drebin (Priscilla Presley). It remains "basically happy" because police work has been Frank's meaning of life, and he feels unhappy about not being able to legally take on criminals anymore. Additionally, Jane tries to push him into siring a child, but Frank does not have the courage to go through this yet. It comes as a blessing to him when his old friends Ed Hocken (George Kennedy) and Nordberg (O.J. Simpson) come by and ask for his help in an investigation. The Police Squad has caught wind that a well-known bomber named Rocco Dillon (Fred Ward), who is currently incarcerated, has been hired by a terrorist (Papshmir, known from the first movie) to conduct a major terrorist act against the United States. An important contact, Tanya Peters (Anna Nicole Smith), Rocco's girlfriend, proves to be a dead end, so Drebin is asked to join Dillon undercover in prison, befriend him, and then leak details of the plan to his colleagues. However, the first part of the mission – by pure accident – proves to be extremely taxing; Jane becomes frustrated both at Frank's sudden unwillingness to engage in his marital duties and the suspicion that he is doing police work again, and storms out of the house.
