Michael Dorsey (Dustin Hoffman) is a respected but perfectionist actor. Nobody in New York wants to hire him anymore because he is difficult to work with. According to his long-suffering agent George Fields (Sydney Pollack), Michael's attention to detail and difficult reputation led a commercial he worked on to run significantly over-schedule, because the idea of a tomato sitting down was "illogical" to him. After many months without a job, Michael hears of an opening on the soap opera Southwest General from his friend and acting student Sandy Lester (Teri Garr), who tries out for the role of a hospital administrator Emily Kimberly but does not get it. In desperation, and as a result of his agent telling him that "no one will hire you", he dresses as a woman, auditions as "Dorothy Michaels" and wins the part. Michael takes the job as a way to raise $8,000 to produce a play, written by his roommate Jeff Slater (Bill Murray) and to star Sandy, titled Return to Love Canal. Michael plays his character as a feisty, feminist administrator, which surprises the other actors and crew who expected Emily to be (as written) another swooning female in the plot. His character quickly becomes a television sensation.

Frank Cross (Bill Murray) is a successful but cynical television programming executive for the IBC network headquartered in New York City. He has demanded the network put on a extravagant live production of A Christmas Carol on Christmas Eve to seize the ratings opportunity, forcing the network's staff including his direct assistant Grace Cooley (Alfre Woodard) to work on the holiday. When some of his decisions are questioned, he fires timid yes-man Eliot Loudermilk (Bobcat Goldthwait) on the spot. Frank's boss Preston Rhinelander (Robert Mitchum) takes the liberty of hiring an assistant for Frank, Brice Cummings (John Glover), who is transparently after Frank's job. Hours before the show is set to start, Frank is alone in his office when he is visited by the ghost of his mentor Lew Hayward (John Forsythe), who warns him of the errors of his ways and that three ghosts will visit him over the course of the night. Before he leaves, Lew causes Frank's phone to call Claire Phillips (Karen Allen), Frank's true love who he had foregone when he became a television executive. Claire comes to visit Frank, but finds him too busy with preparations for the show, though leaves him the address of the homeless shelter that she helps out at.

On February 1, misanthropic TV meteorologist Phil Connors (Bill Murray), news producer Rita Hanson (Andie MacDowell), and cameraman Larry (Chris Elliott) of the fictional Pittsburgh television station WPBH-TV 9 travel to Punxsutawney, Pennsylvania, to cover the annual Groundhog Day festivities. The following morning, Phil, who does not like the assignment or Punxsutawney, grudgingly gives his report on the festivities. A serial killer, having murdered over 30 people, is on the loose in a Los Angeles suburb. A television repairman with a pronounced limp, named Horace Pinker (Mitch Pileggi), becomes the prime suspect. When the investigating detective, Lt. Don Parker (Michael Murphy), gets too close, Pinker murders Parker's wife, foster daughter, and foster son. However, his other foster son Jonathan (Peter Berg) develops a strange connection to Pinker through his dreams and leads Parker to Pinker's rundown shop. Marko (Mihajlo Jovanovic) is an unsuccessful director that begins filming with Cane (Srdjan Miletic), a porn director, after he finds himself unable to successfully shoot his own films. Through these films Marko finds an outlet for the anger he feels towards society, as well as a new group of friends in the porn industry. Marko eventually has a falling out with Cane and starts his own porn cabaret club. An initially positive beginning turns sour when Cane's brother interrupts a film premiere, resulting in the press destroying Marko and his club. Marko debates leaving the city, but is approached by a German journalist who suggests that Marko begin making snuff films.
