Neil Shaw (Snipes) is an operative for the United Nations's covert dirty-tricks squad, using espionage and quasi-ethical tactics to secure peace and cooperation. In Hong Kong, Shaw infiltrates a Chinese New Year party held by Chinese business mogul David Chan (Tagawa) and covertly hacks an office laptop of a North Korean Defense Minister, and blackmails him with the misappropriation of U.N. aid money, in exchange for continuing negotiations with South Korea. Shortly after being discovered, Shaw fights his way out of the party, and suffers a gunshot wound to his shoulder during extraction.

The story begins with the opening of the Hong Kong Victoria Harbour tunnel by business partners Paul Wagner and Nigel Griffith (Alan Scarfe). Paul attends with his twin infant sons, Chad and Alex. However, after the celebrations, the family is followed home by a Triad hit squad on orders from Griffith and crime lord Raymond Zhang (Philip Chan). A shootout ensues, in which Paul and his wife are killed by Moon (Bolo Yeung), Griffith's henchman. Chad is rescued by the family bodyguard, Frank Avery (Geoffrey Lewis), and raised abroad. Alex is dropped off on the doorstep of a Hong Kong orphanage.

Suzuran had subsequently sworn not to interfere with Housen's retribution upon Noboru's release from prison. Genji's protection of Kawanishi provokes Housen's current leader, Narumi Taiga (Nobuaki Kaneko), to declare war against Suzuran. Genji and his allies go on the defensive, engaging in several violent conflicts with Housen's "Army of Killers".

In 1917 Republican China, Liu Jinxi and his wife Yu are an ordinary couple with two sons, Fangzheng and Xiaotian, living together in Liu Village, Yunnan. During an autopsy, the detective Xu Baijiu, who is sent to investigate the case, discovers that one of the dead bandits was Yan Dongsheng, who is among the government's ten most wanted fugitives. The local magistrate is pleased, and his fellow villagers regard Liu as a hero.

Kham is the last of a family line of guards who once watched over the King of Thailand's war elephants. Tang tells Quen that he should be open-minded and incorporate any moves that work. Before Tang can demonstrate his style to them, customers arrive, and the staff change clothes.

Lyon Gaultier is a paratrooper in the French Foreign Legion, stationed in Djibouti, North Africa. Tommy learns about a winner-takes-all mixed martial arts tournament called Sparta in which the winner will receive $5,000,000. Tommy asks his father to help him train for the tournament, but only under the condition that Paddy does not try to reconcile their relationship.
