Bill, Gloria, Rod and Nathalie make their way around Hollywood with a dwindling band of survivors, fighting off the various threats before the birds eventually cease attacking and fly away.

Donald visits the "Museum of Modern Marvels" which showcases various futuristic electronic appliances and inventions. He uses a quarter on a line to get in (this allows him to keep his money and get in as well). Once inside, he is confronted with the "Robot Butler", a robot who takes hats ("Your hat, sir.") After Donald's hat is taken away from him, Donald uses a magic trick to produce another hat (similar to the way he produces flutes in The Band Concert). He says, "So!" and continues on his way. He first encounters a robotic hitch-hiker, which activates when he makes driving noises. However, when he laughs at it, it punches him in the face. Next he goes to the wrapping machine, which says "Do not touch" but Donald ignores the sign and hops on. When he pulls a lever, the machine proceeds to grab him in two robotic arms, put transparent wrapping paper around him, and put him in ribbons, like a package. He manages to break out by vigorously shaking, and continues exploring.

The film concerns a race of subterranean reptile-men (dubbed "slime people", due to their slime-covered skin) who create a wall of "solidified fog" around Los Angeles and proceed to invade the city. A pilot (portrayed by Hutton) lands in Los Angeles after some flight difficulties, and finds the city almost deserted. He later encounters other survivors, including a Marine separated from his unit, and a scientist and his two daughters, and the group does their best to halt the further invasion of the Slime People. The film was infamous for its extensive use of fog machines, with the fog becoming so thick towards the end that it is virtually impossible to see any of the actors.

They are then summoned to the home of one of the teenagers (Evie, played by Carly Jean, and based on the character of the same name from the television sitcom Out Of This World) where her alien father, (based on the character Troy, also from Out Of This World, and portrayed by hip hop artist Dapwell) gives them powers based on their respective traumas. The teenagers, now known as the Struggled Reagans, search for the tumor in an effort to destroy it. Their efforts are opposed by the Hindu god Garuda, who uses the energy from the tumor to create a number of monsters to oppose them.

Orochimaru goes after them, transforming into a giant serpent. He sinks the boat and almost succeeds in killing Ikazuchi-Maru, until a giant eagle flies along, injures Orochimaru, and saves the young boy.

In the Middle East, a bomb is set off that creates massive earthquakes. Meanwhile, in South Korea, a young couple is about to get married and the tension builds when South Korea sends a manned space capsule to investigate the bomb site. The earthquake makes its way to South Korea, caused by a giant monster named Yongary (inspired by a mythical creature in Korean lore). Yongary attacks Seoul and makes his way to the oil refineries where he consumes the oil. A child related to the aforementioned couple turns off the refineries' oil basins; Yonggary, enraged, starts attacking until a chemical explosion at the refinery proves to have an effect on it. The Korean Government then uses oil to draw Yonggary on a local river, and kills it with a refined version of the ammonia compound.

Project Questor is the brainchild of the genius Dr. Emil Vaslovik, a Nobel laureate. Vaslovik had developed plans to build a super-human android. A team of the world's foremost experts is able to build the android, even though they do not understand the components with which they are working — they are only able to follow the instructions, and install the parts, left by Vaslovik, who has disappeared. Attempts to decode the programming tape were worse than merely unsuccessful—they also erased approximately half of the tape's contents. They decide to substitute their own programming, over the objections of Jerome "Jerry" Robinson (Mike Farrell), the only team member who had actually worked with Dr. Vaslovik. He is overruled by the head of the project, Geoffrey Darrow (John Vernon). When the android's body has been finished, the new tape is loaded, but with no apparent results. In desperation, Robinson persuades Darrow to allow Vaslovik's tape — what remains of it — to be loaded. Again, the team is disappointed, as there appears to be no response.
