In 1912, the Austrian secret service identifies Marcella Galdi, an Italian noblewoman who is visiting Vienna, as an Italian spy. To avoid diplomatic confusions, she is kidnapped while dancing with the Austrian General Staff officer Michael von Hombergk at a ball at the famous hotel Sacher in Vienna, and sent back to Italy. Shortly afterwards, a secret plan of an Austrian fortress appears in Hombergks office desk, and as he himself is unable to explain this, the secret service urges him to commit suicide, but instead he manages to escape from Vienna.

Colonel Duncan Grant (Brian Aherne) is a British officer during World War I. When the British high command get wind of a German plan, titled The W Plan, from the lips of a dying German officer, Major Ulrich Muller (George Merritt), they send Grant behind enemy lines to learn the details. After successfully being dropped by airplane near the German town of Essen, where he makes his way to home of the dead German who was responsible for the plan. Grant is chosen because he speaks fluent German, having spent a significant amount of time in Germany prior to outbreak of hostilities. While in Essen, he runs into an old girlfriend, Rose Hartmann (Madeleine Carroll). When he and Rose go to a nearby café, he is approached by German officers and asked for his papers. While he has the documents taken from Muller, the Germans become suspicious, and Grant has to make a quick getaway. Unfortunately, the plane he is supposed to meet with to make his escape is shot down, after which Grant is arrested for desertion.

On a mission in Mexico, unofficially ordered by the previous M, James Bond kills two men arranging to blow up a stadium; in doing so the building they are in explodes and collapses. Bond follows and in the ensuing struggle he throws both Sciarra and the pilot out of the helicopter, stealing Sciarra's octopus ring as he does so. On his return to London Bond is indefinitely taken off field duty by the current M, who is in the midst of a power struggle with C, the head of the Joint Intelligence Service, which consists of the recently merged MI5 and MI6. C also wants to create the "Nine Eyes" intelligence co-operation agreement between nine countries, and close down the '00' section in the process.

Sharkey's boss, Charles Gibson (Walter Abel), confirms that O'Connell is really Wilhelm Kuncel, one of Germany's top agents but tells Sharkey to pass him, as they know Kuncel's mission is to determine the date and location of the planned Allied invasion of Europe.
