In an undercover mission, Sloane (John Merivale), posing as an eye doctor, kills Oxford University Professor Ragheeb (George Coulouris), an ancient hieroglyphics expert. Sloane steals a hieroglyph-encrypted message Ragheeb wrote and concealed within his glasses.

Set in the 1930s during Japan's colonial rule of Korea, many Korean resistance activists are based in Manchuria, northeastern China while hiding from Japanese authorities. In 1933, orders are given to assassinate Kawaguchi Mamoru, the governor of the Japanese garrison in Gyeongseong, and Kang In-gook, a pro-Japanese Korean business tycoon. For this covert mission, Yeom Seok-jin, an agent of the provisional Korean government who had broken out of prison in 1911, is tasked to do the same for three people and bring them to Shanghai: topnotch sniper Ahn Ok-yun, who's in a Manchurian jail for shooting her superior; Chu Sang-ok (nicknamed "Big Gun"), one of the last graduates of the Independence Military School and in prison after stealing guns from Chiang Kai-shek's army then selling them; and Chu's cellmate Hwang Deok-sam, an explosives specialist imprisoned for selling faulty product. The squad arrives in Gyeongseong, not knowing that one of them is secretly working for the Japanese and has hired freelance assassin Hawaii Pistol and his sidekick Old Man to kill members of the team.

The film begins with a pre-credits sequence of Secret Agent OSS 117, Colonel Hubert Bonisseur de La Bath (Frederick Stafford) chased by two cars containing enemy agents. OSS 117 manages to blow up both of the vehicles and escape by helicopter. He discovers that his unsuccessful assignment was to obtain information from an agent who had been killed providing information about a mysterious criminal organisation called "The Organisation". OSS 117's superior, Mr Smith briefs him that The Organisation has informed the U.S. State Department that they have a missile that can strike its target undetected and demand $100 Million Dollars as extortion to not use the weapon. As undeniable proof on their intentions and capabilities, they have destroyed an American military base somewhere in Asia presumably with a nuclear weapon.

In Portugal, James Bond – agent 007, sometimes referred to simply as '007' – saves a woman on the beach from committing suicide by drowning, and later meets her again in a casino. The woman, Contessa Teresa "Tracy" di Vicenzo, invites Bond to her hotel room to thank him. The next morning, Bond is kidnapped by several men while leaving the hotel, who take him to meet Marc-Ange Draco, the head of the European crime syndicate Unione Corse. Draco reveals that Tracy is his only daughter and tells Bond of her troubled past, offering Bond a personal dowry of one million pounds if he will marry her. Bond refuses, but agrees to continue romancing Tracy under the agreement that Draco reveals the whereabouts of Ernst Stavro Blofeld, the head of SPECTRE.
Russian general Marenkov (Robert Shaw) decides to defect to the West, and CIA agent Harry Wargrave (Lee Marvin) leads the team that is to get him out. Wargrave decides that Marenkov should travel across Europe by train, on the fictional "Avalanche Express". The idea is to lure the Russians into attacking the train, and thus discover who their secret agents in Europe are. Consequently, during the train journey they must survive both a terrorist attack and an avalanche, all planned by Russian spy-catcher Nikolai Bunin (Maximilian Schell).

Arthur Askey plays meteorologist Arthur Pilbeam who is jilted by his fiancée Betty because he has to speed back to the BBC every hour, on the hour due to his internationally vital job of creating the BBC pips. As he cannot be fired during wartime and wanting to avoid all women, he is assigned the solitary job of sending weather reports from a remote Scottish lighthouse. Before taking a boat from the mainland during the four hours of daylight that are available for the time of year, the locals warn him he will go mad from isolation and the curse of a mermaid within a month as others have.
When a mission to retrieve a stolen suitcase bomb goes bad, Central Intelligence Agency (CIA) agent Kevin Pope (Rock) is killed. Pope was working undercover as an antiquities dealer under the name Michael Turner. The CIA, which is desperate to complete the mission, discovers that Agent Pope had a twin brother, Jake Hayes (also Rock), from whom he was separated at birth; their mother died giving birth and Hayes suffered from a severe lung infection that prompted the doctors to separate them because they felt that Hayes was unlikely to live for very long. Hayes hustles chess games, scalps tickets and works at small clubs in Jersey City, New Jersey to make ends meet. Meanwhile Hayes's girlfriend, Julie (Kerry Washington) grows tired of waiting for him to grow up and decides to move to Seattle, Washington.
Returning home with his mother Vinn (Talisa Soto) from a trip to Berlin, Michael Gant, the son of Defense Intelligence Agency (DIA) director Robert Gant (Gregg Henry), is kidnapped and his security detail is wiped out by the attacker, ex-DIA agent Sever (Lucy Liu). FBI agent Jeremiah Ecks (Antonio Banderas), left the agency after his wife Rayne was killed in a car bombing. His old boss, Julio Martin (Miguel Sandoval), asks him to investigate the Gant case. He claims that Rayne is still alive and he will give Ecks the information on her whereabouts, if he helps take down Sever. Ecks agrees and realizes Sever must be an orphan Chinese girl the DIA adopted to train as a covert operative and assassin with "no fear, no conscience and no morality." Meanwhile, Gant executes the only survivor of Michael's security detail. He then orders his elite agents, led by A. J. Ross (Ray Park), to pursue Sever and rescue Michael.
Secret Agent OSS 117, Colonel Hubert Bonisseur de La Bath (Kerwin Mathews) is sent to Thailand following the murder of OSS agent Christopher Lemmon. Lemmon had been investigating the break out of plague epidemics in India following health workers inoculating the locals to protect them from cholera. Lemmon had discovered that the medicine made in Hogby Laboratories in Bangkok had been switched with plague germs infecting the population with fatal results.
