In Corsica, the entire Franchi clan gather in anticipation of the birth of the child of Count and Countess Franchi (Henry Wilcoxon, Gloria Holden). Dr. Enrico Paoli (H. B. Warner) informs the count that his wife has given birth to Siamese twins. Count Franchi insists he try to separate them surgically, even after Paoli tells him that it would be a miracle if the babies survived. Before he can begin, however, the Franchis' bitter rivals the Colonnas launch a surprise attack, led by Baron Colonna (Akim Tamiroff). Callow youth D'Artagnan (Walter Abel) sets off from Gascony for Paris, armed with his father's sword, an old horse and a letter of introduction to his godfather, Captain de Treville (Lumsden Hare), commander of the King's Musketeers. Along the way, he attempts to rescue Milady de Winter (Margot Grahame) from highwaymen, but it turns out she came to meet their leader, the Count de Rochefort (Ian Keith). Frederic (Rex Smith) was sent in the care of his nursemaid, Ruth (Angela Lansbury), to be apprenticed to a pilot. But she misunderstood her instructions, being hard of hearing, and apprenticed him instead to a pirate (Kevin Kline). Now he is turning 21 years old, and his service is finished, so he decides to leave the Pirates of Penzance. Ruth wants him to take her with him, but he soon meets some young maidens, the daughters of Major-General Stanley (George Rose), and realizes that Ruth is "plain and old". Frederic quickly falls in love with one of them, Mabel (Linda Ronstadt). He has a strong "sense of duty" and has vowed to lead a blameless life and to exterminate the pirates. Soon, however, the pirates return and seize the girls. Their father then arrives and lies to the pirates, telling them that he is an orphan. He knows that they are orphans themselves and never attack an orphan.

In the autumn of 1654, an escaped slave seeks refuge at a convent in southern France. After the nuns take him in, his pursuers break into the convent and assault the nuns, searching for the slave. After wounding the mother superior (Pascale Roberts), they close in on their prey. One feisty novitiate, Eloise (Sophie Marceau)—the daughter of the renowned swordsman D'Artagnan (Philippe Noiret) of the famed Three Musketeers—stands up to the intruders, but is shoved aside as they ride off after the frightened slave, who escaped from the evil Duke Crassac de Merindol. Eloise finds a blood-stained piece of paper (a simple laundry list) that the slave used to stop a bleeding wound, and believes it holds some secret code. Later, Eloise is with the mother superior when she dies from her wound. Swearing a sacred oath to avenge her and dressed in men's clothes, Eloise sets out for Paris to elicit the help of her father in tracking down the murderers.

The film begins with the looting of a ship already captured and badly mauled, by the pirates. After relieving the ship and crew of valuables, the pirates fire the ship, blowing up the gunpowder on board, sinking her. While the pirates celebrate, two survivors wash up on an island, an old man and his son. Before dying, the older man (Douglas Fairbanks' real-life father) gives his signet ring to his son (Douglas Fairbanks). His son buries him, vowing vengeance.

In the 18th century, Louis Dominique Bourguignon is working with Malichot's gang, but their ways are too 'unethical' for him. He hides out from Malichot and joins the army, where he and his two new friends survive by hiding out on the battlefield. Together they rob the general of his gold. Fleeing, they stop at an inn where they meet Venus, a beautiful gypsy who has been taken prisoner. He rescues her and she joins his gang. Returning to Paris, de Bourguignon creates his own band, acting under the name of Cartouche, and most of Malichot's gang join him. They make audacious robberies of the rich people, and distribute the takings with the poor. Thus, Cartouche attracts the people's sympathies, Venus's love, and hate from the Police and Malichot. Malichot goes to the police to betray Cartouche, but Cartouche can escape all the traps they set at him - except the entrapments of love. Eventually, the police use this against him and set a trap while he has a tryst with Venus in the countryside. He is captured, but his men ambush the guards as they lead him away. In the scuffle that follows, Cartouche is saved by Venus, who sacrifices her life to save him from harm. Cartouche and his men place Venus's body in an expensive carriage they stole earlier from a nobleman and roll the carriage in a lake. As the carriage slowly sinks Cartouche tells his men to disperse as he vows to avenge the death of his beloved Venus - a way that he anticipates will lead him sooner or later to the gallows.
