In 1984 East Germany, Stasi Captain (Hauptmann) HGW XX/7, Gerd Wiesler, suggests to his superiors that he begin to spy on the playwright Georg Dreyman. Wiesler and his team bug the apartment, set up surveillance equipment in an attic and begin reporting Dreyman's activities. Dreyman had escaped state scrutiny due to his pro-Communist views and international recognition. Wiesler soon learns the real reason behind the surveillance: Minister of Culture Bruno Hempf covets Dreyman's girlfriend, actress Christa-Maria Sieland, and is trying to eliminate Dreyman as a romantic rival. While Wiesler's superior, Lt. Col. Anton Grubitz, sees an opportunity for advancement, Wiesler, an idealist, is horrified, asking Grubitz "Is this why we joined?" Minister Hempf coerces Sieland into having sex with him by exploiting her vulnerability as an insecure actress whose livelihood is dependent on state approval of stagecraft. After discovering Sieland's relationship with Hempf (through Wiesler's covert intervention), Dreyman implores her not to meet him again. Sieland flees to a nearby bar where Wiesler, posing as a fan, urges her to be true to herself. She returns home and reconciles with Dreyman, rejecting Hempf.

The film opens with a scene of a low-level party cadre Senkalvarayan (Thambi Ramaiah) tying a flag to a street-lamp post. Suddenly his pregnant wife gets labor pain but he completely ignores it as he is more dedicated to his leader and party than family. At the same time, the party's deputy leader (Nassar) happens to visit the locality; upon hearing his party cadre's ignorance to pregnant wife, the party leader lends his car and orders his driver to immediately take the pregnant lady to the hospital and she delivers a baby boy Pazhani /Siddharth Abhimanyu(Arvind Swamy) before they get to the hospital. When Pazhani is fifteen years old, he secures first rank in his 10th standard state exam and visits the party deputy-leader, now the chairman of the party and a member in ruling coalition for his blessings with his father. While they are waiting in the party office for the leader to come in, they witness a murder of a rebel party candidate by their own revered leader due to caste related comments by the rebel on him. When the leader asks Senkalvarayan to take the blame by saying that he killed the man due to rage on the rebel's comments, Pazhani volunteers to take the blame and willing to go to jail citing leniency of juvenile laws in exchange for an MLA seat for his father, in the upcoming by election. The deal is agreed and carried out.

In an unnamed American city, soon-to-be-retiring Detective William R. Though he initially appears to be dead, they find he has been kept alive and immobile by the killer for one year to that day; a drug dealer and child molester before his capture (representing sloth). Though unable to learn anything from the insensate man, the detectives agree the killer has planned these crimes for more than a year.
