In the opening scene, chickens are being prepared for a meal when a chicken escapes and an armed gang chases after it in a favela called the Cidade de Deus ("City of God"). The chicken stops between the gang and a young man named Rocket (Buscapé), who believes that the gang wants to kill him. A flashback traces Rocket, the narrator, back to the late 1960s. He lived incredibly poor in this slum of Rio.

The plot concerns the adventures of João Grilo (Matheus Nachtergaele) and Chicó (Selton Mello), the most cowardly of men. Both struggle for daily bread in a telling representation of the life of the poor in North-East Brazil (O Nordeste) and gull a series of comical stereotypes - baker, landowner, and priest - in a series of interrelated episodes united by the passion of the adulterous baker's wife for her little dog who dies from eating the food she supplies to them as occasional workers, and the daughter of the landowner Antônio Morais (Paulo Goulart) - a magnificent comic character who represents the colonial pretensions of the erstwhile "colonial" class who owned the great estates (or "fazendas") of the region in which sugar production was central to a once-booming economy.

Beginning at Mr Suzuki's tomato field, the tomato is then sold to a supermarket, where it is acquired by Mrs Anete, a perfume saleswoman, together with some pork. Zé do Burro (Leonardo Villar) is a landowner from Nordeste. His best friend is a donkey. When his donkey falls terminally ill, Zé promises to a Candomblé orisha, Iansan, that if his donkey recovers, he will give away his land to the poor and carry a cross all the way from his farm to the Saint Bárbara Church in Salvador, Bahia, where he will offer the cross to the local priest. Upon the recovery of his donkey, Zé leaves on his journey. The movie begins as Zé, followed by his wife Rosa (Glória Menezes), arrives outside the church. The local priest (Dionísio Azevedo) refuses to accept the cross once he hears about Zé's "pagan" pledge and the reasons behind it. Everyone attempts to manipulate the innocent and naïve Zé. The local Candomblé worshippers, for example, want to use him as a leader against the discrimination they suffer from the Roman Catholic Church. The sensationalist newspapers transform his promise to give away his land into a "communist" call for land reform (which still is a very controversial issue in Brazil). When Zé is shot by the police to prevent his way into the church, the Candomblé worshippers put his dead body on the cross and force their way into the church.

Leonardo is a 15-year-old blind student with his one friend in class, Giovana, sitting next to him. Seated behind Leonardo is the new student Gabriel. After class Giovana invites Gabriel to walk home with herself and Leonardo; she customarily links arms with him for support even though his house is further from the school than hers. Later Giovana teases Leonardo about never confiding in her about romance and suggests he receive math tutoring from Gabriel. Over time the three grow closer, walking home and playing games together. Leonardo becomes more self-conscious about appearance, asking questions about what he and Gabriel look like. Gabriel volunteers to take over escorting Leonardo so Giovana doesn't have to backtrack, though she possessively says that's not necessary.
