Years after a zombie apocalypse, survivors have set up outposts across the United States, one of which, in the city of Pittsburgh, Pennsylvania, contains a feudal-like government. Bordered on two sides by rivers and on the third by an electric fence, the city has become a sanctuary, with the rich and powerful living in a luxury high-rise called Fiddler's Green while the rest of the population subsists in squalor. The city's ruler Paul Kaufman (Dennis Hopper) has sponsored Dead Reckoning, a heavily armored vehicle that can travel through the zombie-infested areas with ease. Armed with remote-controlled heavy machine guns and video cameras, Dead Reckoning functions as a moving fireworks launch base, on the premise that zombies are fascinated by fireworks and will stare at them, ignoring their environment. Riley Denbo (Simon Baker), designer and commander of Dead Reckoning, has recently retired. Unlike Kaufman, Riley is respected for his work in protecting the city from danger, as well as for bringing critical food and medical supplies which the citizens can no longer acquire safely themselves.

Andy (Bill Pullman) and Tracy Safian (Nicole Kidman) are a newlywed couple living in a Victorian house that they are restoring in Western Massachusetts. He is an Associate Dean at a local college, while his wife teaches art to children. When a student is attacked and seriously wounded by a serial rapist, Dr. Jed Hill (Alec Baldwin), a brilliant surgeon who has recently joined the staff of the area hospital operates and saves her life. Money is tight, so Andy invites him to rent the third floor of his home with Tracy in order to finance the new plumbing. Agent 11 is a crime-fighting bullmastiff used by the FBI; he partners with his master Murdoch in Seattle. After dealing to Porky the "fatal" blow that was coming to him, the gang from Angel Beach is ready for a new challenge: The High School Drama Club is producing a Shakespeare Festival in which the gang is participating. Unfortunately, a religious leader named Bubba Flavel wants to halt the production because he and his group, "The Righteous Flock," maintain that Shakespeare is indecent and profane. As part of their effort to keep their school-based Shakespeare production on track, the gang from Angel Beach seeks out the help of Seward County Commissioner Gebhardt, who initially promises the gang from Angel Beach that he will pull some strings to keep the Angel Beach High Shakespeare Festival running. However, after the county commissioners, who all will shortly be standing for re-election, vote unanimously to shut down the Shakespeare Festival, the gang quickly learns that Commissioner Gebhardt has reneged on his promises to the Angel Beach gang because he feared that allowing the Shakespeare Festival to proceed would harm his re-election chances. The local Ku Klux Klan chapter joins the movement to shut down the Shakespeare festival because its members object to an American Indian (Runningfox's Seminole character) playing Romeo opposite a white girl Juliet (Wendy). Flavel, who has previously exposed his bigoted nature, welcomes the Klan's support of his movement. The Angel Beach gang then begins plotting their retaliation and revenge against Flavel, Commissioner Gebhardt, the rest of the county commissioners, and the Klan.

The film is set in Bailey Downs, a suburb where a rash of dog killings has been occurring. Ginger decides not to go the hospital as her wounds heal quickly.

They learn how they can gain eligibility to pledge for the Beta House and meet Wesley, the rush chair of the Beta House who experiences blackouts after drinking alcohol. Erik and Ashley begin dating, but on their first date at a restaurant, Erik accidentally spills hot soup on his legs, so Ashley brings him to her room to clean up. As Ashley rubs lotion on Erik's thigh, he develops an erection and accidentally ejaculates over her possessions. Erik apologizes and explains to Ashley that his girlfriend Tracy broke up with him, and he has not had sex in four months.
