L'histoire commence avec une vieille grand-mère racontant à ses deux petites-filles l'histoire de la petite sirène. Là, ils vont au cirque et rencontrent une belle sirène piégée dans un réservoir de verre. Ils sont encore plus surpris quand la sirène apparaît devant eux comme une jeune femme avec des jambes. Le duo apprend vite d'une prophétie à propos d'une petite fille née sur terre, bénie du coeur d'une sirène. Avec cette prophétie venue à la vie dans Elle, ils sont de plus enchevêtrés dans un complot sinistre d'un sorcier qui souhaite garder l'âme de la sirène et la convertir au pouvoir.

Ces spectacles sont globalement appréciés, mais également très critiqués par la presse de la haute société américaine. Pour améliorer son image, M. Barnum s'associe avec Philip Carlyle (Zac Efron), un jeune dramaturge populaire et influent qui va lui permettre de se faire connaître au-delà même des frontières américaines. Lors d'une visite au palais royal d'Angleterre, M. Barnum fait la connaissance de Jenny Lind (Rebecca Ferguson), une chanteuse à succès sur le continent européen, qu'il convainc de venir chanter aux États-Unis sous son aile. Grâce au talent de Miss Lind, ce nouveau spectacle est un succès et M. Barnum est encensé par les critiques, au point qu'il décide de risquer la vie de son cirque pour financer une tournée dans tout le pays avec sa nouvelle chanteuse.

The film opens on a train conducted by Lucifer carrying condemned souls back to Heaven. As they near, the damned begin to involuntarily sing hymns and Ms. Merrywood finds a horseshoe-shaped pendant (Shovel and Bone). In Heaven, God discusses the crisis with his favorite angel, The Agent, as Ms. Merrywood is interrogated by the sadistic Translators about her presence and the pendant. In Hell, Ticket Keeper comes to Lucifer with his misgivings about the carnies' lack of discipline and Lucifer's reticence to discuss his plans, but Lucifer dismisses him on the entrance of a cloaked figure. He opens a book entitled "The Filly and the Lapdog" (patterned on Aesop's fable "The Ass and the Lapdog") and begins to read.

La rumeur du succès se répand en France au point que Joseph Oller, directeur du Nouveau Cirque, convainc Foottit et Chocolat de prendre du service dans son établissement parisien. Le succès dans la capitale est immédiat, et Chocolat devient le premier artiste noir de la scène française. Grisé par l'argent, il s'adonne au jeu et se laisse aller aux plaisirs des femmes.

Scooby-Doo and the gang travel to Atlantic City, where Fred enthusiastically takes them to see The Brancusi Circus. They arrive to find that the circus does not open until tomorrow, but decide to look around when they notice that the front door is unlocked. Whilst searching, they meet a man who is pursuing a werewolf that has intruded into the circus. The werewolf attacks the gang, but is eventually scared off by Velma, using a spotlight. The man thanks the gang and introduces himself as Marius Brancusi, the ringleader. Marius inherited the circus from his uncle last year and has been working to modernize it. He informs the gang that the werewolf they had encountered has been shadowing the circus for a few months, has scared off many of his artists, and has stolen jewelry wherever they are. He even suspects that the werewolf might be one of his own artists. Velma notices that this incident alludes to a case during the 18th century, in Ingolstadt, where a werewolf named Hans collected a combination of jewels which enabled him to change into a werewolf at any time. After the gang tells Marius that they solve mysteries, Marius hires them to go undercover as circus performers.
