Miami-born Carl Casper is the head chef of Gauloise in Brentwood, California. While popular with his kitchen staff and hostess Molly, the restaurant owner Riva wants Carl to stick to tired "classics" rather than innovative dishes. Carl has a strained relationship with his tech-savvy preteen son Percy and rich ex-wife Inez.

He travels across the U.S. in a red Mitsubishi GTO, entering various drag races and winning large amounts of money. The FBI issues a country-wide manhunt against Brian and one day, the police locate him and repossess his car, forcing him to leave on foot. A girl (Minka Kelly) picks him up after he hitches a ride, and she drops him off at the local car lot, where he buys a 1999 Nissan Skyline GT-R R34 with the money he won. After winning several more races, he decides to settle in Miami.
When an undercover detective is shot dead while investigating a string of Porsche 911 thefts, Lieutenant Vincent Bracey (Randy Quaid) assigns 22-year-old San Diego officer Benjamin "Benjy" Taylor (D. B. Sweeney) to infiltrate a Porsche garage suspected to be a front for the grand theft auto scheme. Benjy is chosen because of his extensive mechanical knowledge of German cars and his rookie status, which dissuades others from suspecting that he is a cop. Bracey wants Benjy to obtain evidence that millionaire playboy Ted Varrick (Charlie Sheen) is the mastermind behind the thefts and the murder of the detective.
