The British spy boat St Georges, which holds the Automatic Targeting Attack Communicator (ATAC), the system used by the Ministry of Defence to communicate with and co-ordinate the Royal Navy's fleet of Polaris submarines, is sunk after accidentally trawling an old naval mine in the Ionian Sea. MI6 agent James Bond, code name "007", is ordered by the Minister of Defence, Sir Frederick Gray and MI6 Chief of Staff, Bill Tanner, to retrieve the ATAC before the Soviets, as the transmitter could order attacks by the submarines' Polaris ballistic missiles.

While recovering, Ryan is called to testify in court against Miller, who is part of a splinter cell of the Provisional Irish Republican Army. Miller is later convicted for his crimes.

On September 11, 2001, Port Authority Police officers John McLoughlin and Will Jimeno are patrolling the Port Authority Bus Terminal in Midtown Manhattan when they see a plane fly dangerously low overhead. As all of the police officers return to the station, they see on TV that the North Tower of the World Trade Center has been hit by the plane. Sergeant McLoughlin assigns many of the officers to assist in a precautionary evacuation attempt of the North Tower and they board a Metropolitan Transit Authority bus. On the bus, they hear reports that the South Tower is also hit by another plane. When they arrive at the World Trade Center, they realize the extent of the disaster, and see one of the victims jump out of the towers to certain death. The men proceed to get safety equipment from Building 5 and enter the concourse between the towers.

After MI6 agent James Bond, 007, fails a routine training exercise, his superior, M, orders Bond to a health clinic outside London to get back into shape. While there, Bond witnesses a mysterious nurse named Fatima Blush giving a sadomasochistic beating to a patient in a nearby room. The man's face is bandaged and after Blush finishes her beating, Bond sees the patient using a machine which scans his eye. Bond is seen by Blush and an attempt is subsequently made to kill him in the clinic gym, but Bond manages to defeat the assassin.

A joint mission of the American FBI and the Russian MVD leads to the death of the younger brother of an Azerbaijani mobster (David Hayman). The Jackal demands $70 million for the job, to which the mobster reluctantly agrees. Meanwhile, the MVD capture one of the mafia's henchmen. During interrogation by torture, the henchman reveals the name "Jackal". This, coupled with the documents recovered from the henchman's briefcase, leads the FBI and MVD to assume the target for the retaliatory hit is FBI Director Donald Brown (John Cunningham).
