The film provides an insight into an incident at the 1968 Summer Olympics which saw two United States athletes, Tommie Smith and John Carlos, give the black power salute from the victory dais after the 200 metres final. The film focuses on the third man on the dias, silver medal winner Peter Norman, who showed his support for Smith and Carlos by donning an "Olympic Project for Human Rights" (OPHR) badge on his way to the podium. It was also Norman who suggested to Smith and Carlos that they share the black gloves used in their salute, after Carlos had left his gloves in the Olympic Village. This is the reason for Smith raising his right fist, while Carlos raised his left. Asked later about his support of Smith and Carlos' cause by the world's press, Norman said he opposed his country's government's White Australia policy.

Munich begins with a depiction of the events of the 1972 Munich Olympics and then cuts to the home of Prime Minister of Israel Golda Meir, where Avner Kaufman (Eric Bana), a Mossad agent of German-Jewish descent, is chosen to lead an assassination mission against 11 Palestinians allegedly involved in the massacre. His team includes four Jewish volunteers from around the world: South African driver Steve (Daniel Craig), Belgian toy-maker and explosives expert Robert (Mathieu Kassovitz), former Israeli soldier and "cleaner" Carl (Ciarán Hinds), and a Danish document forger named Hans (Hanns Zischler). They are given information by a shadowy French informant, Louis (Mathieu Amalric).

Dan Millman is a university student as well as a locally famous gymnast who dreams of winning a National Championship competition. He suffers from restlessness, and on one occasion Dan attempts to compensate for the restlessness by running along streets before sunrise. At a car-service station, he encounters an old man who seems to know more about Dan's problem than Dan himself knows, whom Dan later nicknames "Socrates". Dan is unsettled by Socrates' knowledge; by the fact that Socrates had appeared in a nightmare as a faceless janitor, clad in mismatched shoes (by which he is identified in waking life), who sweeps up the pieces of Dan's shattered leg; and by the old man's extraordinary speed, agility, and coordination. As a result of his exposure to the last, Dan seeks to learn the secret behind it.
