In 1770s France Doctor Manette is witness to the rape of a young woman Jeanne Defarge and the murder of her and brother Jacques by the powerful Marquis d'Evremonde. In order to silence Manette, d'Evremonde arranges to have him locked away in the infamous Bastille Prison where he remains for over a decade. Manette's young daughter is able to be spirited out of the country to England by her guardian the British banker Jarvis Lorry, where she is brought up by Miss Pross. Ernest Defarge swears vengeance on d'Evremonde and will not rest until the entire family has been wiped out.

In 1792, at the bloody height of the French Revolution's Reign of Terror, vengeful French mobs are outraged when again and again French aristocrats are saved from death by the audacious "Band of the Scarlet Pimpernel", a secret society of 20 English noblemen, "one to command, and nineteen to obey". Among the latest scheduled for execution are the Count de Tournay, former ambassador to Great Britain, and his family. However, one of the Scarlet Pimpernel's men visits them in prison disguised as a priest and gives them a message of hope. As the prisoners are being escorted to the cart to be taken to the guillotine, the guards take the count away; French leader Maximilien Robespierre wishes to question him further. The countess and her daughter are rescued and spirited away to England.

The Scarlet Pimpernel, Sir Percy Blakeney, decides not to go back to France for a year after having promised this to his beloved wife, Lady Blakeney. However, Chauvelin plots and succeeds in kidnapping the Lady Blakeney and brings her to France, expecting her husband to follow so he can arrest the elusive Pimpernel. The plot works, but Sir Percy and his friends manage to find the Lady and almost succeed in bringing her back with them. However, Chauvelin manages to get the lady again and the League have to go back to rescue her a second time.
