The film does not tell a story so much as present an essay-like study of Godard's view of contemporary life; Godard wrote that "I wanted to include everything: sports, politics, even groceries. Everything should be put in a film". Godard himself narrates the film in a whispered voice-over that discusses his fears to the audience about the contemporary world, including the Vietnam War. The film often cuts to various still shots of bright consumer products and ongoing construction.

Marieme (Karidja Touré) is a 16-year-old African-French teenager living in a poor Paris suburb. In 2010, social problems have overrun the poorer suburbs of Paris; especially Banlieue 13, commonly referred to as B13: a ghetto with a population of some two million. Unable to control B13, the authorities construct a high wall topped by barbed tape around the entire area, forcing the inhabitants within to survive without education, proper utilities or police protection behind the containment wall. Police checkpoints stop anybody going in or out. Three years later, the district has become overrun with gangs. Leïto (David Belle) is a fighter of such gangs. The beginning of the film depicts Leïto washing a case full of drugs down the drain, then escaping the gang who has come to collect the drugs. The gang's leader, Taha, kidnaps Leïto's sister Lola in retaliation; Leïto is able to rescue her and take Taha to the police station, but the police arrest Leïto and let Taha leave with Lola, stating that they're leaving the district.

Three years after the events of the original film, the authorities are attempting to return law and order to ravaged District 13. However, their efforts so far have failed to do so. The death of gang overlord Taha Ben Mahmoud has left a power vacuum, and total control of the area is now being fought over by five rival territorial gang lords who want to step into Taha's position. Leïto tries demolishing the walls surrounding the district on a daily basis, but is told to stop by African gang lord Molko, who sees the walls as protection from outside the district.

Juin 2018. Dans la famille Traoré se trouve trois frères tous issus d'une banlieue parisienne sensible dans la cité du Bois-l'Abbé, à cheval sur les communes de Chennevières-sur-Marne et de Champigny-sur-Marne. La mère de famille élève seule ses trois fils. Demba, l'aîné, est un délinquant récidiviste qui vit au rythmes du trafic et de la rue. Il est pris en exemple par le plus jeune, Noumouké de 15 ans, qui cherche encore sa voie et se doit de choisir auquel de ses deux grands frères celui-ci veut-il ressembler. Le cadet, Soulaymaan, est quant à lui un élève avocat à Paris qui réussit brillamment ses études. Inscrit à la petite conférence, son chemin croise celui de Lisa, une fille brillante et irréprochable, en tous points opposés, avec laquelle il débat sur la responsabilité de l'Etat dans la situation actuelle des banlieues en France lors de la finale d'un célèbre concours d'éloquence dans le cadre de sa formation. Les frères de Soulaymaan assistent dès lors à la finale du concours d'éloquence et ce dernier va leur en mettre plein la vue.

The film begins with Alphonse Tram (Gérard Depardieu), a less than gregarious character, idly chatting to an accountant who is travelling home very late. The accountant, a man of orthodox social outlook and standing is disturbed by and fearful of this rambling loner, more so when Tram attempts to give him his bloodstained knife (in order to reduce the chances of him "doing something silly..."). They argue and the accountant puts the knife on a seat a few feet away behind them. They argue some more and then notice the knife has disappeared.
