On Saturday, December 13, 1941 at 7:01 a.m., a woman goes swimming somewhere on the California coast, only to find a Japanese submarine surfacing beneath her. The submarine crew believes they have arrived in Hollywood, and the vessel submerges while the woman swims to safety.

Skip and Joe have no money due to losses in a crap game, but their shipmate Francis "Moby" Dickerson has $300 he won in poker. Skip and Joe have constantly taken advantage of Moby throughout their cruise and once again beg some money off him. Moby wishes to spend his leave on Santa Catalina but his shipmates take an unwilling Moby to an off-limits clip joint bar where bargirls and a bartender drug and rob them of all their money.
Lt Donald (Pat Boone) of the US Navy is assigned to look after a troublesome sailor, Garfield (Buddy Hackett), who is from an oil-rich Indian tribe. He also romances journalist Sally Hobson (Barbara Eden).
In post-World War II Germany, French Army Captain Henri Rochard (Cary Grant) is given the task of recruiting a highly skilled lens maker, Schindler (Martin Miller). He is assigned American Lieutenant Catherine Gates (Ann Sheridan) as his chauffeur, much to their mutual discomfort (arising from several prior clashes). The only available transportation is a motorcycle, which due to Army regulations, only Catherine is allowed to drive; Henri has to ride in the sidecar. After several mishaps, the constantly quarreling couple arrive at their destination, Bad Nauheim.
Newly married Mary Sage (Shirley Eaton) is distraught when her husband Charlie (Bob Monkhouse) receives his call-up papers during their wedding breakfast. He travels to Heathercrest National Service Depot, meeting fellow recruit Horace Strong (Kenneth Connor), a terminal hypochondriac who is devastated at having been passed as fit.
Four young Frenchmen have to do their military service in Germany. The strict discipline isn't to their liking. Each time they are allowed to leave the barracks they relish it and go out for adventures.
Flagg and Quirt are veteran United States Marines sergeants whose rivalry dates back a number of years. Flagg is commissioned a Captain, he is in command of a company on the front lines of France during World War I. Sergeant Quirt is assigned to Flagg's unit as the senior non-commissioned officer. Flagg and Quirt quickly resume their rivalry, which this time takes its form over the affections of Charmaine, the daughter of the local innkeeper. However, Charmaine's desire for a husband and the reality of war give the two men a common cause.
