The film consists of four episodes in the relationship of two young women: Reinette, a country girl, and Mirabelle, a Parisian. The first episode is entitled The Blue Hour and recounts their meeting. The second centers on a café and a difficult waiter. In the third, the girls discuss their differing views on society's margins: beggars, thieves and swindlers. In the fourth episode, Reinette and Mirabelle succeed in selling one of Reinette's paintings to an art dealer while Reinette pretends to be mute and Mirabelle, acting as if she does not know Reinette, does all the talking.
Set in New York City, the film focuses on the relationship between two people as they await the end of all life on Earth. Scientists and theologians alike have predicted that by the next morning at 4:44 a.m. Eastern Standard Time deadly solar and cosmic radiation will destroy the Earth's protective ozone layer, and along with it, all life on the planet. Mixed in throughout the film are news clips of various reporters, commentators and celebrities who contemplate what the end of the world will be like.

Kitano plays Machisu, who is born into a wealthy family, but loses both his parents as a child. When his father (Akira Nakao) commits suicide after the collapse of his business, Machisu's stepmother (Mariko Tsutsui) sends him to live with an aunt and uncle who mistreat him and finally send him to an orphanage. As a young man, Machisu (Yurei Yanagi) attends art school and finds his style of painting challenged by the more experimental and conceptual work turned in by his classmates. Machisu takes a job in order to pay for art school, and strikes up a friendship with a fellow co-worker, Sachiko (Kumiko Aso), who seems to grasp his artistic vision. They get married and have a daughter. As he grows older, Mashisu's obsession with contemporary art controls his whole life, leaving him insensitive of everything around him, including the death of his own daughter (Eri Tokunaga) and his wife's desertion. He tries to please the art critics, remaining penniless. He is caught up in a fire and almost dies. Losing all his previous works, he is left with a single half-burnt soda can, which he assesses at 200,000 yen and tries to sell. This ends up kicked carelessly away when his wife picks him up from the street. They walk away together, seemingly finally rid of his artistic obsession.

Starting from childhood attempts at illustration, young Jerome pursues his true obsession to art school. Jerome enrolls in Strathmore, an urban college. His roommates are aspiring filmmaker Vince and closeted-gay fashion major Matthew. Jerome looks for love amongst the coeds, but is turned off by them all, before falling in love with the art model, Audrey. In his art classes, he forms a friendship with perennial loser, Bardo, who guides him through the college scene and introduces him to a failed artist, Jimmy, a belligerent drunk.
Seventeen-year-old Artemisia Gentileschi (Valentina Cervi), the daughter of Orazio Gentileschi, a renowned Italian painter, exhibits her father's talent, and is encouraged by her father, who has no sons and wishes his art to survive after him. However, in the chauvinistic world of early-1600s Italy women are forbidden to paint human nudes or enter the Academy of Arts. Orazio allows his daughter to study in his studio—although he draws the line at letting her view nude males. She is direct and determined, and bribes the fisherman Fulvio with a kiss to let her observe his body and draw him.

Mr. Bean (Rowan Atkinson) is a well meaning, but hopelessly clumsy and destructive security guard, at the Royal National Gallery in London, though his reputation for sleeping on the job compels the board of directors to attempt to fire him, they are thwarted by the chairman (Sir John Mills) who is sympathetic with him. In order to rid themselves of Bean, the board send him to Los Angeles to represent them at the unveiling of the portrait Whistler's Mother. The famous painting has been purchased for $50 million by the fictional Grierson Art Gallery with a grant from General Newton (Burt Reynolds). Bean's visit is arranged by the gallery's curator, David Langley (Peter MacNicol), who, impressed with the National Gallery's false profile of "Dr. Bean", agrees to accommodate Bean in his house for two months, much to the chagrin of his wife Allison (Pamela Reed), son Kevin (Andrew Lawrence) and daughter Jennifer (Tricia Vessey), who subsequently leave for Allison's mother's house.
