It is February 1929 in the city of Chicago, Joe (Tony Curtis) is an irresponsible jazz saxophone player, gambler and ladies' man; his friend Jerry (Jack Lemmon) is a sensible jazz double-bass player. They accidentally witness the Saint Valentine's Day Massacre. When the gangsters, led by "Spats" Colombo (George Raft), spot them, the two run for their lives. Penniless and in a mad rush to get out of town, the two musicians take a job with Sweet Sue (Joan Shawlee) and her Society Syncopators, an all-female band headed to Miami. Disguised as women and renaming themselves Josephine and Daphne, they board a train with the band and their male manager, Bienstock. Before they board the train, Joe and Jerry notice Sugar Kane (Marilyn Monroe), the band's vocalist and ukulele player.

Cyrus, leader of the Gramercy Riffs, the most powerful gang in New York City, calls a midnight summit of all New York area gangs, requesting them to send nine unarmed delegates to Van Cortlandt Park. The Warriors, from Coney Island, attend the summit. Cyrus proposes to the assembled crowd a permanent citywide truce and alliance that would allow the gangs to control the city. Most of the gangs laud his idea, but Luther, leader of the Rogues, shoots Cyrus dead. In the resulting chaos, Luther frames the Warriors' leader Cleon for the murder, and Cleon is beaten down by the Riffs. Meanwhile, the other Warriors have escaped, unaware that they've been implicated in Cyrus' murder. The Riffs put out a hit on the Warriors through a radio DJ. Swan, the Warriors' "war chief", takes charge of the group as they try to make it back home.

Three armed assailants mug a woman who turns out to be NYPD Detective Sergeant Deke DaSilva in drag. His partner, Detective Sergeant Matthew Fox, immobilizes two of the suspects as Deke chases the third upstairs to the subway station platform, taunts him, and incapacitates him with a scarf. On the same day in London, terrorist Heymar Reinhardt, alias Wulfgar (Rutger Hauer) bombs a department store. Meanwhile, back in New York City, DaSilva and Fox serve a high-risk warrant in the Bronx. They raid a known drug distribution spot, where they discover corrupt police officers among the dealers. After the arrest, DaSilva meets his estranged wife, Irene, and professes his love for her. Irene initially rebuffs DaSilva's advances but eventually renews their relationship.

The bank has taken strict precautions, including locking the gold in two heavy Chubb safes, each of which has two locks, requiring a total of four keys to open them. When a test robbery (using a hired stooge to test the security measures) goes awry, Pierce recruits his old acquaintance Robert Agar (Donald Sutherland), a pickpocket and screwsman. Pierce's mistress Miriam (Lesley-Anne Down), a beautiful actress, and his driver Barlow (George Downing) join the plot, and the guard to the safe car, Burgess (Michael Elphick), is also bribed into participation. Pierce plans the robbery in exquisite detail, and procures information on the security measures and locations of the keys. The executives of the bank who store the gold and arrange its transport, Mr. Henry Fowler and Mr. Edgar Trent, each possess a key; the other two are locked in a cabinet at the offices of the South Eastern Railway at the London Bridge train station. The keys are not to be stolen, but wax impressions are to be made of them in order to hide the robbers' intentions.
