The film begins with a historical overview, starting at its Hawaiian beginnings, then moves on to focus on the dangerous lure of big wave surfing (surfing waves that can reach up to 70 feet). The documentary chronicles the evolution of riding at Hawaii's Waimea Bay in the 1950s, the revolution of lighter boards, and tow-in surfing to allow for "riding giants". Three surfers who are part of this multi-generational evolution are spotlighted: Greg Noll is shown as a fearless big wave rider during the 1950s and 60s; Jeff Clark who discovered Mavericks in Northern California and surfed there alone for years; and Laird Hamilton, the contemporary surfer who brings tow-in riding to the limelight.

Her surfing boyfriend Frankie becomes jealous and begins flirting with Ava, a Hungarian waitress. Meanwhile, Sutwell's assistant Marianne further develops her crush on the Professor. Von Zipper and his gang plot to bring down Sutwell, only to be thwarted in the end by the surfing teenagers.

The film opens with Francie "Gidget" Lawrence (Deborah Walley) and Jeff "Moondoggie" Matthews (James Darren) getting pinned. Gidget refuses to go and leave Jeff alone; Gidget's mother Dorothy (Jean Donnell) explains to Russ that Jeff is all that matters to Gidget. Russ decides to cancel Gidget's room reservation and make arrangements for her to stay with a relative so that she can be with Jeff. However, when Jeff tells Gidget that he thinks it's great and that she should go to Hawaii, Gidget gives him back his pin, runs home and tells her folks she has changed her mind.

Edison (Carrot Top) is a poor, failed inventor and surf bum, but soon runs into and befriends wealthy business magnate Armand McMillan (Jack Warden). When Armand passes away shortly thereafter, he leaves Edison the majority of shares in his large invention corporation, and leaves his jealous nephew, his only living relative, Bradford (Larry Miller) only a surfboard. Bradford attempts to derail Edison's success by stealing his formula for glow in the dark, which had not previously existed in the reality of this movie, and sharing it with a consumer who covers himself in it and alleges that Edison's prize invention—a portable TV/TV dinner combo—leaks radiation. When Edison reveals to all that radiation causes sickness and death—but not a literal glowing—and that he had invented the formula for glow in the dark, the company is saved and Edison appoints beau Natalie Stockwell (Courtney Thorne-Smith) to run the company.
