The film explores the times, travels and experiences of a tribe of surfers who search for the spark of life and look to pass it on to the younger generation. Surfing on all sorts of boards, the stoked tribe finds plentiful, insanely good waves and no crowds.
Frankie Avalon and Annette Funicello are husband and wife living in Ohio — far from the surf and sand of their earlier lives together. Frankie is a stressed out car salesman and former "Big Kahuna" of the surf scene in California while Annette bottles her own sense of angst up in a bevy of shopping, and they are both raising a son, Bobby, who is in the throes of rebellion against his seemingly square folks.
An anthropologist, Professor Robert Orville Sutwell is secretly studying the "wild mating habits" of Southern California teenagers who hang out at the beach and use strange surfing jargon. After he temporarily paralyzes Eric Von Zipper, the leader of the local outlaw motorcycle club, who was making unwanted advances on Dolores, she develops a crush on the Professor. Her surfing boyfriend Frankie becomes jealous and begins flirting with Ava, a Hungarian waitress. Meanwhile, Sutwell's assistant Marianne further develops her crush on the Professor. Von Zipper and his gang plot to bring down Sutwell, only to be thwarted in the end by the surfing teenagers.

Conversely, Brant Page evaded the draft and fled to the Hawaiian Islands where he was pursued and eventually arrested by the FBI. While following the lives of these two surfers the film chronicles the impact of the Vietnam War on the surfing lifestyle.

Anne Marie rises every morning before dawn to train for her surfing comeback and was once considered a rising star in women's surfing and competed as a youth, but an extreme wipeout and near-drowning incident temporarily halted her career and left her with deep-seated fears. Her friends, especially Eden, have encouraged her to try it again.
After looking through her dead mother's diary filled with pictures of her time surfing in South Africa, Dana (Sasha Jackson) decides to leave California to travel there, surfing everywhere her mother did as well as Jeffreys Bay, where her mother always wanted to surf but never did. Dana leaves while her father (Gideon Emery) is away on a business trip taking a wooden carving with her. On her plane ride there, she meets Grant (Chris Fisher) and he tells her to look him up if she is in his area. After landing, Dana gets on a bus headed for the beach and is followed by a man that tries to take her backpack. When he tries to sit next to her, she calls to a girl around her age that just boarded the bus saying she saved her a seat. Pushy A.K.A Dan Wigmore (Elizabeth Mathis) introduces herself and they go surfing together after Dana puts her backpack in a locker. On the water they meet Tara (Sharni Vinson), a stuck-up Roxy surfer. After some confrontation, Pushy leaves and Dana beats Tara for a wave. One the next wave Tara cuts in on Dana, causing her to break her board that was her mother's and can't be replaced.
JC seems to have it all figured out. By day he runs a surf school, at night he lies down next to his beautiful girlfriend Chloe, his lifelong dream is to travel the world surfing. However, when old mates arrive from London unannounced it releases tensions which have long been simmering under the surface of JC and Chloe's seemingly perfect relationship. Chloe decides to buy the local surfer cafe and settle down, His friends, especially drug-dealer Dean are intent on causing mischief and sucking JC back into surfing a dangerous reef, which he had attempted before, seriously injuring his back.
