The film begins with a historical overview, starting at its Hawaiian beginnings, then moves on to focus on the dangerous lure of big wave surfing (surfing waves that can reach up to 70 feet). The documentary chronicles the evolution of riding at Hawaii's Waimea Bay in the 1950s, the revolution of lighter boards, and tow-in surfing to allow for "riding giants". Three surfers who are part of this multi-generational evolution are spotlighted: Greg Noll is shown as a fearless big wave rider during the 1950s and 60s; Jeff Clark who discovered Mavericks in Northern California and surfed there alone for years; and Laird Hamilton, the contemporary surfer who brings tow-in riding to the limelight.

Dogtown and Z-Boys, narrated by Sean Penn, begins with the history of skateboarding in Southern California and how it had been strongly influenced by the surf culture in the surrounding areas of Santa Monica and Venice, nicknamed Dogtown. Surf shop owners Jeff Ho, Skip Engblom, and Craig Stecyk established the Zephyr Skateboard Team with local teenagers from broken homes. The sport of skateboarding continued to evolve as the Z-Boys continued to bring edgy moves influenced by surfing. During one of California's record-breaking droughts, local backyard pools were emptied and became hotspots for these young skateboarders looking for places to skateboard. The members of the Zephyr team gained notability and national attention when they competed in skateboard championships and started to receive media attention for their skills as young athletes. Testimonials and commentary provided by the members and founders of the Zephyr team combined with the rock-and-roll soundtrack and vintage footage all come together in this documentary about the history and lives of the original Z-Boys and skateboarding subculture of California.

Dr. Jumba Jookiba is arrested and put on trial by the Galactic Federation for "illegal genetic experimentation", as evidenced by his Experiment 626, a living creature which is capable of creating untold chaos. Jumba is imprisoned while Experiment 626 is supposed to be exiled on a desert asteroid. 626 manages to escape in a spaceship and activates the hyperdrive, causing its guidance systems to malfunction and randomly set a course for Earth. The Grand Councilwoman dispatches Jumba and Agent Pleakley, the Council's Earth expert, to the planet to have 626 captured discreetly. 626 lands on the Hawaiian island of Kauaʻi, but is knocked unconscious by a passing truck and taken to an animal shelter.
