Aditya Narayan began his career as a singer at a very young age: he was discovered by Kalyanji Virji Shah when he sang at his 4th birthday celebration. Jab Pyaar Kisise Hota Hai is about Sooraj Dhanrajgir (Salman Khan), a rich playboy lightening the financial burden of his industrialist grandfather (Anupam Kher) by spending his riches on alcohol and women. In a Gujarati village, Ranjaar, infamous for its uninhibited manufacture and sale of arms and ammunition (weapons are sold like vegetables at the place), two clans, Rajadi and Sanera, have been at odds with each other for the past 500 years. The film opens with a violent altercation between the two over petty matters. Meghji (Abhimanyu Singh), a Rajadi head, sets out to kill Bhavani (Gulshan Devaiah) who is a Sanera, after the latter tries to kill the former's son. Bhavani is almost killed but Ram (Ranveer Singh), Meghji's younger brother, intervenes and saves him, only to be reprimanded by Meghji. All the Rajadi elders are irked by Ram's mindset of making truce with the other clan.

Manav (Akshaye Khanna) comes to visit India with his wealthy father Jagmohan Mehta (Amrish Puri), his aunt and uncle, and his father's employees. In Chamba he meets Mansi (Aishwarya Rai), the beautiful daughter of a spiritual singer named Tara Babu (Alok Nath); Jagmohan Mehta owns the Mehta & Mehta group and is into investing in Chamba; their families meet, and Jagmohan and Tara Babu become acquainted and friendly toward each other. Manav and Mansi fall in love, but when Jagmohan learns of this he packs the family up and moves them to their house in Mumbai, with the excuse that Mansi and her father are of low social status. However, he is nice to Tara Babu's face and invites him to come and stay with him in Mumbai if he, Tara Babu, ever happens to be visiting there. Mansi is distressed by Manav's departure but he assures her that he will not abandon her and that everything will be fine. Following the brutal slaying of a call-girl named Julie in Bombay city, two police inspectors, namely Anil Sharma and Rajat Bedi, are assigned to investigate and bring the culprit(s) to book. Anil & Rajat note that the killer leaves "2001" marked on the body of the victim. Anil comes to know that the man staying in Julie's room is a prominent Member of State Parliament, Ramaswamy, and would like to list him as a suspect. Julie's death is followed by more killings in the same style, and killed are Advocates Sarkari and Kajal, and a man named Krishna Rao. Then Ramaswamy himself is attacked, but survives and is hospitalized. When he regains consciousness for a brief period of time, he points an accusing finger at Rajat and then relapses. Not wanting to take any chance, Police Commissioner Malik has Rajat under house arrest. Then Anil comes across some evidence that links the killing to none other than Malik himself, while Rajat starts to gather together evidence against Anil.

Due to his illegal activities, Anjali Gujral separates from Mahendra Pratap Gujral, and marries Dr. Malhotra.
