Willard is a meek social misfit who later develops a strange affinity for rats. He lives in a large Victorian home, with only his cranky and decrepit mother for company. On his 27th birthday, he is humiliated to come home to a birthday party thrown by his mother, where all of the attendees are her own aging friends. After having left the party in embarrassment, he notices a rat in his backyard and tosses it pieces of his birthday cake. Later, his mother gets upset with him for leaving the party and she scolds him later while also discussing how badly the house is falling apart. The next morning he goes out and feeds another rat (this one has babies with it) while imitating their squeaks. His mother starts telling him that he needs to kill the rats that have been running around their yard, which Willard refuses to do.

Judgment at Nuremberg centers on a military tribunal convened in Nuremberg, Germany, in which four German judges and prosecutors stand accused of crimes against humanity for their involvement in atrocities committed under the Nazi regime. Judge Dan Haywood (Spencer Tracy) is the Chief Trial Judge of a three-judge panel that will hear and decide the case against the defendants. Haywood begins his examination by trying to learn how the defendant Ernst Janning (Burt Lancaster) could have sentenced so many people to death. Janning, it is revealed, is a well-educated and internationally respected jurist and legal scholar. Haywood seeks to understand how the German people could have turned blind eyes and deaf ears to the crimes of the Nazi regime. In doing so, he befriends the widow (Marlene Dietrich) of a German general who had been executed by the Allies. He talks with a number of Germans who have different perspectives on the war. Other characters the judge meets are U.S. Army Captain Byers (William Shatner), who is assigned to the American party hearing the cases, and Irene Hoffman (Judy Garland), who is afraid to bring testimony that may bolster the prosecution's case against the judges.

Bank robber Jim Larsen is handcuffed to Deputy Marshal George Allison (Francis De Sales) who is taking Larsen aboard a train to begin a 5–10 year prison sentence. Without animosity, Larsen tells the deputy that he will use his time in prison to plan more bank robberies. This new robbery would be foolproof as Larsen feels that he was only caught by using a partner; the next time will be singlehanded. Boarding the train, Larsen overpowers the deputy, takes his pistol and handcuffs one of his arms to the guardrail on the rear car of the train. Suddenly, Larsen's younger brother Danny (Ron Hayes) unexpectedly comes from the train to free Larsen, even though Larsen was handling his escape fine. The elder Larsen chides Danny that he does not need help from anyone.

Phil Spar (Alan Baxter), a newsreel photographer in New York City, is doing a fashion shot outside a bank. Meanwhile in the bank Joseph Gibbons (Phillip Huston) 's pal, Mr. Fredericks(Michael Wyler) says he is closing out his account tomorrow and will be withdrawing $800,000.00. Phil unintentionally films Martin Beaumont (Richard Kollmar) as he is leaving the bank. An effort is made by Fredericks associate, Beck (Russell Collins) to secure this film. Beck approaches Phil to buy the film, spinning a tale about his wife and his girlfriend not needing to see him in the film. Phil meets magazine reporter Peggy Lane (virginia Gilmore) and they go to deliver the film to Beck. Then Phil's boss, Harry Avery (Loring Smith) discovers that Mr. Beaumont is actually Kurt Bauer, a wanted Nazi war criminal. Phil arranges a rendezvous with Miss Lane at his apartment, but Phil is kidnapped by Gibbons posing as a New York City detective. Phil makes a daring escape on the Staten Island ferry. When Phil returns to his office he finds that his boss killed the hitman who was sent to knock him off and steal the film negative. Phil gives the film can to a cabbie to take to the police, but the bad guys knock out the cabbie and kidnap Phil and Peggy. We learn that Peggy is actually tied in with the bad guys. She has a change of heart and acts to try and keep Phil from getting killed. Mr. Beaumont has hired Gibbons to fly him out of the country. Gibbons tries to double-cross Beauomnt and get all the $800,000, but Beaumont outsmarts him. Beaumont heads to meet the seaplane that will fly him out of the country, using Phil as a shield. Peggy calls the cops. Gibbons shows up and engages in a gunfight with Beaumont. Beaumont kills Gibbons and his henchman, but Phil chases him and Beaumont is shot by the cops. Phil thanks Peggy for saving his life before she goes off to jail.
