Owen's parents are Mary Kathleen (née Hitchiner), (b. 1933 in Sussex) a Royal Navy dockyard worker, and Peter Ronald Owen. Owen has a sister, Jill Beatrice Owen (b. 1959). Owen has three children, pop singer Lily Allen, actor Alfie Owen-Allen (both with her ex-husband, Keith Allen) and Sarah Owen, a daughter from a previous relationship. She was also in a relationship with comedian Harry Enfield for many years with whom she raised Alfie, Lily and Sarah. She is now married to the art director Aaron Batterham who has four children.

In 1961, the financially strapped author Pamela "P. L." Travers reluctantly travels from her home in London to Los Angeles to work with Walt Disney at the urging of her agent, Diarmuid Russell. William Collins (Aaron Johnson) is a depressed teen recovering from self-harm and regularly goes online to chat rooms. One day, he decides to open a chat room himself and calls it "Chelsea Teens!" and where he meets Jim (Matthew Beard), another kid; Eva (Imogen Poots), a model; Emily (Hannah Murray), a goody two-shoes; and Mo (Daniel Kaluuya), a normal kid. There is no real subject matter in "Chelsea Teens!" which instead focuses on the lives of each teen as they talk. The Slaters of Wolverhampton are plagued with Mrs. Slater's (Victoria Hamilton) chronic debilitating asthma and her cooking limited to what comes in canned goods that she can heat in boiling water. Mr. Alan Slater (Ken Stott) is sick with worry and has a cantankerous personality. In a short prelude, U.S. Army General Hopgood (Stephen Lang) is painfully thwarted in an attempt to pass paranormally through a solid wall by simply running into it.
