The movie opens on what appears to be another average day in Hoagie's Alley (which, for the purposes of this story, has apparently been relocated closer to Beverly Hills) for Top Cat and his gang, who are today posing as Boy Scouts, out doing good deeds in the hopes of getting rewards. During the course of this, Benny the Ball saves the life of a bag lady. Unbeknownst to Benny, it is revealed afterwards that she is actually a rich woman named Gertrude Vandergelt, who plans to leave her fortune to her missing niece, Amy. Meanwhile, Officer Dibble arrives to put an end to T.C.'s shenanigans after an unsuccessful attempt by Brain to wash his police car's windshield. Just when Dibble is about to arrest the gang, though, he gets a call saying that his application for retirement has been approved, so he can now retire from the police force, and thus he drops the charges against T.C. and the gang.

Chicago Examiner reporter Hildebrand "Hildy" Johnson (Jack Lemmon) has just quit his job in order to marry Peggy Grant (Susan Sarandon) and start a new career, when convict Earl Williams (Austin Pendleton) escapes from death row just prior to his execution. Earl is an impoverished, bumbling leftist whose only offense is stuffing fortune cookies with messages demanding the release of Sacco and Vanzetti, but the yellow press of Chicago has painted him as a dangerous threat from Moscow. As a result the citizenry are anxious to see him put to death.

"Big" Jim Stevens, undisputed boss of the Chicago underworld, gets an unexpected birthday present from his ambitious lieutenant, Guy Gisborne. Instead of a stripper popping out of the cake, Big Jim gets shot by all the guests. With the mob boss out of the way, Gisborne takes over. A local charity has raised sixteen hundred dollars and entrusted the boys with it. They are then robbed of the cash by two men dressed as sailors. Believing them to be real sailors, and in order to catch them, they enlist in the Navy under fake names. They spend a year at sea, but cannot locate the thieves. However, Sach is able to win two thousand dollars gambling and the boys return to the Bowery. It is there that they are robbed by the same two men, but with the Navy captain helping, they are able to capture the crooks. They return to the navy office to receive their commendations, but are mistakenly re-enlisted!
