Walter, a former lawyer, finds work as a farm manager and sends for his family. His wife Jettel has trouble adjusting to life in Africa, although their daughter Regina quickly adapts to her new environment, easily learning the language of the country and showing interest in local culture. Young prince Jan has been sent to a quiet coastal resort to study for his final exams, but instead he spends most of his time with his new friend, the lighthouse keeper. Jan ignores the warnings of the locals who claim that the loony lighthouse man (Armin Mueller-Stahl) eats seagulls for breakfast. Maybe the lighthouse keeper is crazy, but this does not prevent him from introducing prince Jan to the dreamland Taxandria, a phantasmagorical place devoid of time, memory, and progress. Jan learns that a reason for the lighthouse keeper's notoriety among the locals is that from time to time he hides political refugees from Taxandria from the authorities; in one scene, we see some of these fugitives arrive at the coast in a boat and taken in by the lighthouse keeper. It is however never made clear whether Taxandria really exists or if the viewer only sees what the lighthouse keeper relates to prince Jan, although once Jan is transported to Taxandria simply by looking into the lighthouse's rotating light while the keeper is away.

The story commences on the streets of Prague on a grey morning with commuters bustling about. We are introduced to the figure of an Everyman, played by Petr Čepek, a colourless figure emerging from a metro station. On his way home, the man encounters two men handing out flyers. It is a map of the city with a location marked in. He shrugs and discards it, returning to his lodging. As he opens the door, a black cockerel runs out. The man sits down to eat, cutting himself a slice of bread. He discovers an egg concealed inside the loaf. He cracks it open but it is empty. Suddenly the lights go out and the wind rises. Objects are thrown about the room. The commotion ceases; the man goes to the window and looks down to where the two men from earlier are staring up at him. One of them holds the cockerel. The man closes the blind and returns to the table, where he finds the map and, using his own map of the city, traces out the location marked.

Philippe Douvier (Robert Webber), a major businessman and secretly the head of the French Connection, is suspected by his New York Mafia drug trading partners of weak leadership and improperly conducting his criminal affairs. To demonstrate otherwise, Douvier's aide Guy Algo (Tony Beckley) suggests a show of force with the murder of Chief Inspector Jacques Clouseau (Peter Sellers). Unfortunately for Douvier, his first attempt at bombing him fails; and the subsequent attempt by Chinese martial artist 'Mr. Chong' (an uncredited appearance by the founder of American Kenpo, Ed Parker) is thwarted when Clouseau successfully fights him off, believing him to be his (Clouseau's) valet Cato (Burt Kwouk) who has orders to keep his employer alert with random attacks. That night, Douvier poses as an informant to lure Clouseau into a trap, but the Chief Inspector's car and clothes are stolen by transvestite criminal Claude Russo (Sue Lloyd), who is killed by Douvier's men. Subsequently Douvier and the French public believe Clouseau is dead and, as a result of this assumption, Clouseau's former boss, ex-Commissioner Charles Dreyfus (Herbert Lom), is restored to sanity and is released from the lunatic asylum to perform the investigation.
