The film begins with a flashback to a young Mordechai Jefferson Carver. At school, Mordechai is tormented by his fellow students and his teacher for being a Jewish child in a public school predominantly attended by Christians, and for celebrating Hanukkah while everyone else celebrates Christmas. He feels further alienated as he walks through his neighborhood and sees a seemingly endless number of Christmas decorations and window displays celebrating the holiday and announcing that Jews aren't welcome. As he lies down on the sidewalk in front of a store saying "Jews Welcome (for about 5 minutes)" and spins his dreidel to cheer himself up, Santa Claus walks by and crushes the toy under his foot, then gives Mordechai the finger.

Cliff Spab (Stephen Dorff) and his friend Joe Dice (Jack Noseworthy) go out one evening to buy beer from a convenience store...where a group of masked and heavily-armed terrorists take Cliff, Joe, and three other people hostage. The terrorists, who call themselves S.P.L.T. Image (a play on "Split Image"), have a video camera with which they tape their hostages' every word and action. During the month-long standoff with the police, S.P.L.T. Image's only demand is that their broadcasts be televised on worldwide TV, live and uncut - or else the hostages will be killed. S.P.L.T. Image makes good on said threat by killing two of the hostages. Now Cliff, Joe, and a beautiful teenage girl named Wendy Pfister (Reese Witherspoon) are the only surviving captives. After 36 days, Cliff becomes indifferent to being killed. He says repeatedly, "So Fucking What?", in reply to his captors' death-threats. The coverage of this makes Cliff a media icon.

Utilizing a film-within-a-film format, the overall plot involves New York City-based director Eddie Israel directing actors Sarah Jennings and Frank Burns in a Hollywood marital-crisis drama, Mother of Mirrors, which is about a formerly wealthy but unemployed husband who berates his newly religious wife about what he considers her hypocritical aversion to their sex-and-drug lifestyle. During the shooting of that film, Israel becomes more and more demanding of his actors, growing increasingly obsessive with finding the ugly truths beneath the story's surface. All the while, his own carelessness and bad behavior with his own family begins to erode him and to corrode his marriage to Madlyn (played by Nancy Ferrara, director Abel Ferrara's real-life wife at the time).

LAPD detective Sgt. Lloyd Hopkins (Woods) discovers the brutal murder of a young woman. Her body hangs over her bed, and her blood is splattered all over her apartment. Hopkins notices a great deal of feminist literature with titles like Rage in the Womb on her bookshelf. He also sees two classified ads for anonymous sexual encounters. When he returns home, his 8-year old daughter wakes up and begs him for a story. He launches into a profane description of one of his cases, much to the girl's delight. His wife orders him to stop, and they have an argument over the inappropriateness of his stories. Frustrated, he calls up his buddy Dutch Pelz (Durning), and they go on a stakeout, which culminates with Hopkins shooting the suspect. Hopkins asks Dutch to stay at the scene and file the paperwork so that he can take the suspect's voluptuous girlfriend home and have sex with her.

In 1985, Bud Fox (Charlie Sheen) is working as a junior stockbroker at Jackson Steinem & Co. He wants to work with his hero, Gordon Gekko (Michael Douglas), a legendary Wall Street player. After calling Gekko's office 59 days in a row trying to land an appointment, Bud visits Gekko on his birthday with a box of Gekko's favorite, contraband Cuban cigars. Impressed at his sheer boldness, Gekko grants Bud an interview. Bud pitches him stocks, but Gekko is unimpressed. Desperate, Bud provides him some inside information about Bluestar Airlines, which Bud learned in a casual conversation from his father, Carl (Martin Sheen), the union leader for the company's workers. Intrigued, Gekko tells Bud he will think about it, but also that he "[looks] at a hundred deals a day," but "[chooses] one." A dejected Bud returns to his office. However, Gekko places an order for Bluestar stock and becomes one of Bud's clients. Gekko gives Bud some capital to manage, but the other stocks Bud selects lose money.
