The plot summary follows the 1992 workprint version of the film. The film opens with a narrator describing a prosperous city called the Golden City, ruled by the sleepy King Nod and protected by three golden balls atop its tallest minaret. According to a prophecy, the city would fall to a race of warlike, one-eyed monsters, known as "one-eyes", should the balls be removed, and could only be saved by "the simplest soul with the smallest and simplest of things". Living in the city are the good-hearted cobbler Tack, named for the ubiquitous pair of tacks held in his mouth, and a nameless, unsuccessful yet persistent thief. Both characters have no dialogue.

The film's plot exhibits some differences from that of the novel by Ludlum. The undercover identity of Jason Bourne is simplified. In the book, David Webb, because of his amnesia, believes himself to be Jason Bourne and an assassin called Cain. In the film, the name Cain is left out. In the film, Carlos is shown to be responsible for killing Webb's wife and child, which is not the case in the novel. Alexander Conklin is accidentally shot by his own people when attempting to kill Bourne; in the novel he survives and appears in subsequent novels. In the book's ending, Carlos escapes in the confusion, whereas in the film he is gunned down at the last moment by Bourne/David Webb. Because Carlos is the primary antagonist of the original Bourne trilogy (although only The Bourne Supremacy had been published when the film was produced), this essentially ends the story with one film.

La position délicate de l'Allemagne face au peuple israélien n'est que suggérée dans le film, mais est dans les esprits de tous en raison du souvenir amer qu'a laissé la Seconde Guerre mondiale, ne laisse pas au gouvernement allemand de cette époque le droit à l'erreur. Pourtant tout cela va se finir dans un bain de sang atroce inévitable.

The narrative follows David's life from the time he was a boy shepherd to his death as the aged King of Israel. Part 1: David and King Saul relates the exploits of the young David (Bottoms) and his relations with King Saul (Quayle). Samuel informs Saul that Yahweh will anoint another king in his place. Saul is full of jealous rage as David becomes hero to his people after the battle with Goliath and his subsequent anointment. Saul makes attempts on David's life. David is highly conflicted over his devotion to Saul as Yahweh's first anointed King over the people. He will not kill Saul, despite Saul's constant attempts on his own life, as he feels it will offend the deity. Saul dies in battle and David assumes the throne. Part 2: David the King begins with a mature David (Michell) and tells the story of his sinning with Bathseba (Seymour), including the scenes with her bath and their subsequent love-making. As David ages he is challenged by the treason of one of his sons, and eventually passes the crown on to another of his sons, Solomon.
