Montgomery "Monty" Capuletti (Rodney Dangerfield) is a hard-living, heavy-drinking, pot-smoking, gambling family man who makes his living as a baby photographer in New Dorp, Staten Island. The film takes place in 1936, at the height of the Great Depression. Johnny Hooker, a grifter in Joliet, Illinois, cons $11,000 in cash from an unsuspecting victim with the aid of his partners Luther Coleman and Joe Erie. Buoyed by the windfall, Luther announces his retirement and advises Hooker to seek out an old friend, Henry Gondorff, in Chicago to teach him "the big con". Unfortunately, their victim was a numbers racket courier for vicious crime boss Doyle Lonnegan. Corrupt Joliet police Lieutenant William Snyder confronts Hooker, revealing Lonnegan's involvement and demanding part of Hooker’s cut. Having already spent his share, Hooker pays Snyder in counterfeit bills. Lonnegan's men murder Luther, and Hooker flees for his life to Chicago.

Pusser, at his wife Pauline's behest, retires from the professional wrestling ring and moves back to Tennessee to start a logging business with his father, Carl Pusser. With a friend, he visits a gambling and prostitution establishment, the Lucky Spot, and is beaten up after catching them cheating at craps. Pusser is seriously injured with a knife and receives over 200 stitches. He complains to the sheriff but is ignored, and soon becomes aware of the rampant corruption in McNairy County. Later, working at his dad's lumber mill, Pusser makes a club out of a tree branch. Late one night, Pusser waits until after the Lucky Spot is closed, and beats up the same thugs that left him for dead. The next day, Pusser is arrested and represents himself at trial. At one point, he rips off his shirt and shows the jury his scars. He informs them that "If you let them do this to me and get away with it, then you're giving them the eternal right to do the same damn thing to any one of you!" The jury finds Pusser not guilty, and he decides to clean up the county and runs for sheriff. Buford Pusser wins, and becomes famous for being incorruptible, intolerant of crime, and for his array of four-foot hickory clubs which he uses to great effect in dispatching criminals and destroying their clandestine gambling dens and illegal distilleries.

Eleven-year-old Napoleon (Johnny Whitaker) lives with his grandfather (Will Geer). He and his grandfather adopt a lion named Major when by chance they meet an old clown who cannot take him back to Europe. The old lion has bad teeth and only drinks milk so they put Major in the chicken cage to look after him. When Napoleon's grandfather dies of old age, Napoleon asks a young grad student named Danny (Michael Douglas) to help bury his grandfather. Uncertain about his future Napoleon runs off with the lion, a pet rooster, and his friend Samantha (Jodie Foster) to try to find Danny, now a goat herder who lives in the mountains, and so Napoleon can avoid being sent to an orphanage.

The story is about Peter Gifford, a teacher who wants to teach high school students to think for themselves and express themselves. A female student pushes to have open classroom discussion about the physical and emotional issues associated with teenage relationships and sex. Allen Bardeman (Robert Douglas) is a prominent, married lawyer who collects money from the numbers racket for the syndicate.
