L'amiral Canaris dirige à Berlin l'Abwehr depuis 1937. Comme tout homme puissant, il a des rivaux comme Reinhard Heydrich, le directeur du Reichssicherheitshauptamt. Canaris est tourmenté par d'autres problèmes : il se rend compte de plus en plus de l'inhumanité de la dictature d'Adolf Hitler et commence à douter. Il prend contact avec la Résistance et son chef, le comte Claus von Stauffenberg. Après le complot du 20 juillet 1944, Canaris est écarté de ses fonctions. Peu avant la fin de la guerre, la participation de Canaris est découverte, il est alors exécuté.

1934, Hamburg. Adolf Hitler is about to visit the city. Hamburg's executioner falls ill, and is unable to deliver the sentence of four communists who are awaiting capital punishment in jail. Fearing that this would spoil Hitler's visit, SS leader Footh offers a local bankrupt butcher, Albert Teetjen, 2,000 Marks in order to carry out the verdict. The broke Teetjen agrees and follows suit. When his neighbors hear of the execution, they shun him. His wife cannot tolerate her husband's deed and puts an end to her life. Eventually, Teetjen also commits suicide.

Peter Trost est un célibataire endurci et propriétaire d'une entreprise couronnée de succès ayant pour clientèle les célibataires. Elle a inventé ainsi une machine pour tartiner les petits pains. The film concentrates on the conflict with the Communist Party in Berlin in the late 1920s.
