Only eight of the residents – Eva (Lauren German) and her boyfriend Sam (Iván González), Josh (Milo Ventimiglia) and his brother Adrien (Ashton Holmes), Josh's friend Bobby (Michael Eklund), Marilyn (Rosanna Arquette) and her daughter Wendi (Abbey Thickson), and Devlin (Courtney B. Vance) – manage to force their way into the building's bomb shelter before the superintendent, Mickey (Michael Biehn), seals the door. The group acclimatises to the cramped surroundings while Mickey asserts his dominance over the shelter and its denizens, much to the chagrin of Josh, Bobby, and Devlin. After some time, the shelter's door is broken open and the shelter is invaded by armed soldiers in biohazard suits; the men's speech is unintelligible and their allegiance remains ambiguous. The men attack the group and seize Wendi, leaving the shelter with her. Devlin and Mickey manage to kill three of the men and Mickey takes a rifle. Josh volunteers to use one of the dead soldier's suits to leave the shelter and search for Wendi.

Jan Paul Beahm (Shane West) grows up in Los Angeles through a troubled childhood; he does not know his biological father, his mother is an alcoholic, and his older brother dies from a heroin overdose. He is an avid reader and develops into a "frighteningly intelligent" student at University High School, where his antisocial behavior leads the administration to give him straight A's if he agrees not to return. In December 1975, at age 17, he proposes to his friend Georg Ruthenberg (Rick Gonzalez) that they start a band, showing him potential lyrics and claiming to have a "five-year plan" inspired by the David Bowie song "Five Years". They recruit Terri Ryan (Bijou Phillips), Belinda Carlisle (Lauren German), and Becky Barton (Amy Halloran) for the group and con money for instruments. Jan Paul comes up with the name Germs, representing the germination of an idea. He sings while Georg plays guitar, Terri plays bass guitar, and Becky plays drums.

She finds a ride, which turns out to be a male student (Ashton Holmes), also unnamed ("the guy" in the credits), who is also driving to his home in Wilmington. His car is old and in poor condition, with the trunk full of his possessions (he tells her he is being kicked out of his apartment). It soon becomes apparent that she is somewhat arrogant and anti-social and his attempts to start a conversation go nowhere. Dan Millman is a university student as well as a locally famous gymnast who dreams of winning a National Championship competition. He suffers from restlessness, and on one occasion Dan attempts to compensate for the restlessness by running along streets before sunrise. At a car-service station, he encounters an old man who seems to know more about Dan's problem than Dan himself knows, whom Dan later nicknames "Socrates". Dan is unsettled by Socrates' knowledge; by the fact that Socrates had appeared in a nightmare as a faceless janitor, clad in mismatched shoes (by which he is identified in waking life), who sweeps up the pieces of Dan's shattered leg; and by the old man's extraordinary speed, agility, and coordination. As a result of his exposure to the last, Dan seeks to learn the secret behind it.
