Bill Barretta (born June 19, 1964) has been performing with The Muppets since 1991, when he performed the body of family father Earl Sinclair on Dinosaurs. He later developed several new characters on Muppets Tonight, including Pepe the King Prawn, Johnny Fiama and Bobo the Bear.

Along with having his own Muppet characters, Bill has taken over several of Jim Henson's roles, such as Dr. Teeth, Rowlf the Dog, Mahna Mahna and Swedish Chef, and briefly took over Jerry Nelson's role of Lew Zealand.

His film debut as a principal puppeteer was in 1996's Muppet Treasure Island as Clueless Morgan.

In addition, Bill has produced two of the Muppets' television films, It's a Very Merry Muppet Christmas Movie and The Muppets' Wizard of Oz. Bill also provides additional voices on Kim Possible. He is a native of Yardley, Pennsylvania.

His most recent performance was in Disney's Muppets Most Wanted, where he also served as a co-producer on the film. Barretta will also serve as an executive producer on the upcoming ABC series, The Muppets.

Bill is the younger brother of the children's book author and illustrator, Gene Barretta.

Following the events of the previous film, The Muppets find themselves at a loss as to what to do until Dominic Badguy (Ricky Gervais) suggests that the Muppets go on a European tour with him as their tour manager. Dorothy Gale (Ashanti) is an orphaned teenage girl living in a trailer park in Kansas. Her Aunt Em (Queen Latifah) and Uncle Henry (David Alan Grier) own a diner, to which Dorothy works for room and board. Her dream of becoming a singer is slim, but when waiting on some truckers Dorothy overhears that the Muppets are conducting a cross-country show called "Star Hunt" and are looking for a backup singer. However, the Muppets are about to end the audition, and Dorothy only manages to give them a demo CD that she created beforehand. In returning home, the civil defense sirens sound as a tornado is headed for Dorothy's trailer park. When Aunt Em and Uncle Henry run into the county storm shelter for safety, Dorothy hurries back to her family's mobile home to get Toto, her pet prawn. She does not make it out in time, and the two are swept by the tornado across the vast fields of Kansas. When Dorothy climbs out of the wreckage, she finds that Toto (Pepé the King Prawn) can talk and that she is no longer in Kansas.

The movie opens in the swamp lands that Kermit the Frog calls home. After meeting his old friend Horace D'Fly again, he recaps an adventure about his childhood back when he was twelve years old where he enjoyed a serene amphibian's life with his buddies Croaker the Frog and Goggles the Toad, where Kermit wonders what else the world has to offer and what lies beyond the swamp, but is companions do not think the same. The next day while they talk about their dreams, they run into the bully of the swamp named Blotch, a bullfrog, who brutally attacks Goggles after he mistakes him for mooning him, but this causes them to get kidnapped by a pet store owner named Wilson, and Kermit and Croaker have no choice but to venture forth in order to save their friends.

The Great Gonzo has always been identified as a "whatever". But after he begins having disturbing dreams of abandonment and rejection, he begins to realize just how alone he is in the world. One of his nightmares involves him being denied entry onto Noah's Ark by Noah (F. Murray Abraham). The next morning, Gonzo tells Kermit the Frog that he is getting tired of being called a "whatever." After an alien race appears to be trying to send him a message through bowls of cereal, Gonzo realizes that he may not be so alone after all and climbs to the rooftop to start watching the sky. Elmo is playing with his blanket in his house. After he bumps his blanket on a juice cup and after drying off his blanket at the laundromat, Elmo sees Zoe feeling depressed because her father cannot take her to the zoo, so he decides to make Zoe happy again by imitating certain zoo animals (a lion, a monkey, and a pig). When Zoe sees his blanket, Elmo refuses to share, resulting in a tug-of-war that rips Elmo's blanket. Elmo is furious and declares that Zoe is no longer his friend. Suddenly, Telly Monster inadvertently takes away the blanket while rollerskating out of control. They go around Finders Keepers and knock over a tray of drinks Ruthie is carrying. Telly hits Cookie Monster at the revolving door of Furry Arms hotel. The blanket accidentally lands in the hands of Oscar the Grouch, who drops it in his trash can after sneezing on it. Elmo drops into the bottom of Oscar's trash can, where he finds the blanket nailed to a door. But they are both teleported to Grouchland USA, a world filled with Grouches where a greedy man named Huxley (Mandy Patinkin) steals anything he can grab including Elmo's blanket. Elmo is determined to find his blanket and begins a journey through Grouchland. He asks a kind girl named Grizzy to help in his quest, but she later abandons him when Elmo discovers that Huxley's house is on the top of the faraway Mount Pickanose.
