The film begins with Gilly Noble (Chris Klein) taking a stray cat named "Ringo" to the animal shelter where he works in Shelbyville, Indiana. Gilly gets his hair cut by a beautiful young aspiring hairdresser named Jo Wingfield (Heather Graham). As Jo cuts Gilly's hair, she mentions that she recently lost a tail-less cat named Ringo, leading Gilly to tell her that Ringo is at the pound. The excitement causes Jo to accidentally cuts off a part of Gilly's ear, and he is rushed to the hospital where the ear is reattached. To make up for the incident, Jo invites Gilly to her house for lunch the next day, where Gilly meets Jo's self-centered mother, Valdine (Sally Field), and stroke-suffering father, Walter (Richard Jenkins).

Leslie Edwards (Matthew Perry), a foppish, wealthy, high-society aristocrat, and the loud, low-brow Bartholomew Hunt (Chris Farley) are competing against the renowned Lewis & Clark to be the first to chart and make it across the United States to the Pacific Ocean. Although this film is a remake of 1962's Carnival of Souls, it bears little resemblance to the original aside from the ending. This film centers on Alex Grant (Bobbie Phillips) who witnesses a carnival clown named Louis Seagram (Larry Miller) raping and murdering her mother on January 24, 1977. Twenty years later, Seagram returns after being released from prison and attacks Alex in her car. She drives the car into the river, and as she struggles back to shore she has hallucinations of Seagram and the same carnival where she met him. Alex is then drawn into a ghoulish game of cat and mouse with Seagram at the carnival.

Overcoming a nurse, and dressing in her clothes, a madman escapes from the Casa de la Loco Sanitarium. The Thief (Billy Zane) then goes on a crime spree that nets him a gun, a car, a fortune in stolen cash, and one dead loan office manager. In 1952, Ed Wood (Johnny Depp) is struggling to join the film industry. Upon hearing of an announcement in Variety magazine that producer George Weiss (Mike Starr) is trying to purchase Christine Jorgensen's life story, Ed is inspired to meet Weiss in person. Weiss explains that Variety 's announcement was a news leak, and it is impossible to purchase Jorgensen's rights. The producer decides to "fictionalize" the film, titled I Changed My Sex!. Ed tries to convince Weiss that he is perfect to direct I Changed My Sex! because he is a transvestite, but is unsuccessful since Weiss wants a director with experience. One day, Ed meets his longtime idol Bela Lugosi (Martin Landau), after spotting him trying out a casket. Ed drives Bela home and the two become friends. Later, Wood persuades Weiss to let him direct I Changed My Sex! by convincing him that having a star in the film would sell tickets, and they could sign Bela for a low price.

William Foster is recently divorced, and his ex-wife Beth has a restraining order to keep him away from her and their child, Adele. In addition, he was recently laid off from his job due to the early 90s recession. His frustration grows when his car air conditioning fails while he is stuck in traffic. He abandons his car and walks across Los Angeles to attend Adele's birthday party. At a convenience store, Foster becomes frustrated when the Korean owner refuses to give him change for a phone call. Foster disarms the owner and uses his bat to destroy merchandise before paying for a coke and leaving. Shortly thereafter, two gang members accost him with a knife. Set in the American Southwest, Doc (Raphael Sbarge) is an alcoholic security watchman protecting digging equipment from environmental activists, though he befriends one of them named Thrush (Jennifer Runyon). Meanwhile, Dr. Jane Tiptree (Diane Ladd) of the Eunice Corporation is breeding a strain of extra large and fertile chickens by splicing their DNA with that of crocodiles, iguanas, albatrosses, vultures, pelicans, turkeys and ostriches. Unknown to the Corporation's sponsors however, Tiptree is impregnating several of the chickens with dinosaur DNA. One of her resulting creatures, a Deinonychus, escapes and kills the activists, as well as other civilians. Doc investigates and discovers that Tiptree is also creating a virus which causes women to fatally conceive baby dinosaurs, in order to wipe out humanity and thus allow Carnosaurs and Raptors to reclaim the Earth as their own. Tiptree dies giving birth to a baby raptor. After narrowly escaping a Tyrannosaurus and the lab, Doc takes Thrush to a house to recover and injects a serum to cure her. Doc battles the Tyrannosaurus with a skidsteer (an action that was repeated in the fourth sequel) before impaling it. The government infiltrates the community in order to "sterilize" the situation by shooting all the civilians, infected or not. Thrush dies from the virus, meaning that the serum did not work. Doc is shot and killed by government soldiers, who then burn his and Thrush's bodies.
