Tobey Marshall is a former race car driver who owns a Mount Kisco, New York garage, where he and his friends tune performance cars. In 1941, SS colonel Hans Landa, the "Jew Hunter", interrogates French dairy farmer Perrier LaPadite as to the whereabouts of the last unaccounted-for Jewish family in the neighborhood. Under threat of continued harassment from the Germans, LaPadite reveals that the Dreyfus family is hidden under the floor. Landa orders SS soldiers to shoot through the floorboards and kill the family. All are killed except Shosanna, who escapes and flees through the field. A man is seated in a diner who is revealed as Harold, a traveling salesman. He is joined by a gentleman who makes him uncomfortable. After leaving the diner, Harold is found dead, which leads to FBI Agents Thomas Mackelway (Aaron Eckhart) and Fran Kulok (Carrie-Anne Moss) being brought in on the case. There appears to be history between Mackelway and Kulok and a cloud of competency is addressed by flashbacks of Mackelway's recent suspension and issues he's undergone. As the investigation proceeds, the agents begin to become aware of the possible existence of "Suspect Zero", a mythical "super serial killer" responsible for hundreds of deaths across all 50 states who leaves no evidence behind to link his crimes together.

Franklin Maurice Hatchett (Chris Tucker) is a small-time car wash hustler and ticket scalper who owes money to a local gang leader named Carmine (Damian Chapa). He gets dimed out to the police by an investigating news reporter named James Russell (Charlie Sheen) after unintentionally thwarting Russell's attempts to have him confess his crimes on camera, and is taken to jail. When placed on a prison transport unit, he is handcuffed to a French criminal named Raymond Villard. The transport unit is attacked on a bridge, with mercenaries killing all the police officers and prisoners except for Franklin and Villard; the mercenaries are Villard's men, but since he is handcuffed to Hatchett he decides to bring him for the moment, and they escape on a helicopter with another French criminal named Dubray. While on the helicopter, Hatchett overhears the two discussing the location of a cache of stolen diamonds. Hatchett then jumps out of the helicopter after realizing that Villard and Dubray plan to kill him. While eating at a local diner, Franklin and Villard's mugshots are shown on the news as the two men who killed several police officers. Two other officers in the diner then recognize Franklin, and chase him into the street. He is able to elude them, and decides to call Russell after seeing his face on an advertisement.

CIA director Maxwell Danforth (Lancaster) watches a filmed recording of agent Laurence Fassett (Hurt) and his wife making love. When Fassett goes into the bathroom to take a shower, two assassins enter the bedroom and kill his wife (Merete Van Kamp) by holding her down and injecting poison into her nostril with a syringe. It is suggested that the woman was an innocent bystander sacrificed by Danforth as collateral damage. Sonny Hooper (Burt Reynolds), known as "Hollywood's Greatest Stuntman," is Adam West's stunt double on the action film The Spy Who Laughed at Danger. Hooper's on-set antics and wisecracks are a trial for egotistical director Roger Deal (Robert Klein), and even more so for Roger's bossy, obnoxious (but cowardly) assistant Tony (Alfie Wise), who gets Hooper in trouble with the Humane Society over a stunt involving a dog. Years of physical abuse on are fast catching up with Hooper, with the numerous stunts (referred to in the movie business as "gags") and his use of painkillers beginning to take their toll on his body.
