Lorna Cole (Rene Russo) is pregnant with LAPD sergeant Martin Riggs' baby; they are not married, but both are thinking about it. Police sergeant Roger Murtaugh's daughter Rianne (Tracie Wolfe), is also pregnant, and Riggs later learns from Lorna that Rianne has secretly married Lee Butters (Chris Rock), a young detective who works at the same station as Murtaugh and Riggs – secretly because Roger had made it clear that he does not want his daughter to marry a police officer. Due to the many disasters caused by both sergeants while on duty, the police department has lost its insurance carrier, and cannot get a new one while they're still out on the streets. Because firing them is not an option, the Chief uses a special privilege and they get temporarily promoted to captains, given that there aren't any lieutenant spots available.

After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nick-named "Rehabs," under the command of Paul McDaggett (John Castle). In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. The sword (one of a pair known as "The Equals") was a family heirloom, passed down through the generations, and had been lost during World War II. It was finally tracked down in California where Yoshiida's son, Toshio, finds it. He looks for someone to hire to act as a decoy in order to safely smuggle it into Japan, and back to its rightful owner, Yoshida-san. Rick Murphy (Scott Glenn) is contracted to smuggle a rare sword into Japan, only to find upon his arrival that it is a fake. Aggravated that he has been used as a decoy, he is faced with the prospect of being killed by Yoshida-san's (Toshirō Mifune) brother, Hideo. Instead, he is advised to infiltrate Yoshida's martial arts school and obtain the sword. He does so, yet finds himself being drawn into the ways of Japanese etiquette and tradition to the point where he returns the sword to Yoshida himself after having the perfect opportunity to escape with it. Murphy then humbly asks Yoshida-san if he can be forgiven and taken back in because he wants to learn the ways of Bushido. Yoshida agrees, but only if Murphy follows Yoshida's conditions.
