Terry Benedict (Andy García) locates all eleven members of Danny Ocean's (George Clooney) gang, demanding they return the $160 million they stole from his casinos plus $38 million interest. Short by half, the group schemes to stage another heist in Europe to avoid problems with United States authorities. They are tipped off by an informant named Matsui (Robbie Coltrane) about the location of the first stock certificate ever. After a complex series of schemes they find the document has already been stolen by "The Night Fox", another master thief. Europol Detective Isabel Lahiri (Catherine Zeta-Jones) is called in to investigate the theft and realizes that her talking earlier about a particular burglary with Rusty (Brad Pitt) during their relationship, would have given Rusty the idea of how to solve the complication the gang would have come up against. Surprising the group at their accommodation, she warns them they cannot beat the Night Fox or his mentor, the mysterious master-thief "LeMarc", both of whom excel in practicing the "long-con". She has been hunting both for years.

In 1927, Roxie Hart sees star Velma Kelly perform ("All That Jazz") at a Chicago theater. Wanting stardom for herself, she begins an affair with Fred Casely, who claims to know the manager. After the show, Velma is arrested for killing her husband Charlie and sister Veronica, who were in bed together. A month later, Casely admits to Roxie that he has no showbiz connections and just wanted her body. Enraged, she shoots him dead. She convinces her husband Amos to take the blame, telling him she killed a burglar in self-defense. As Amos confesses to the detective, Roxie fantasizes that she is singing a song devoted to her husband ("Funny Honey"). However, when the detective brings up evidence that Roxie and Casely were having an affair, Amos recants; Roxie furiously admits what really happened and is arrested. In 1821, Don Diego De La Vega (Anthony Hopkins) fights against the Spanish in the Mexican War of Independence as Zorro, a mysterious swordsman who defends the Mexican peasants and commoners of Las Californias. Don Rafael Montero (Stuart Wilson), the governor of the region, learns of De La Vega's alter ego, and attempts to arrest him. De La Vega's wife is killed during the scuffle. Montero imprisons De La Vega and takes his infant daughter, Eléna, as his own. Twenty years later Montero returns to California as a civilian, alongside Eléna (Catherine Zeta Jones), who has grown into a beautiful woman. Montero's reappearance coincides with De La Vega's escape from prison. He encounters a thief, Alejandro Murrieta (Antonio Banderas), who, as a child, once did Zorro a favor. De La Vega decides that fate has brought them together, and agrees to make Alejandro his protégé, grooming him to be the new Zorro. Murrieta agrees to undergo De La Vega's training regimen in order to be able to take revenge on Captain Harrison Love (Matt Letscher), Montero's right-hand man, who was responsible for killing Murrieta's brother, Joaquin.

A priceless Rembrandt painting is stolen from an office one night, and Gin is sent undercover to investigate Mac as the chief suspect. She tries to entrap him with a proposition, claiming that she is a professional thief herself, and promises that she will help him steal a priceless Chinese mask from the well-guarded Bedford Palace. Before agreeing, Mac tells Gin his 'Rule Number One': "Never carry a gun: You carry a gun, you may be tempted to use it." They travel to Scotland and plan the complicated theft at Mac's hideout, an isolated castle. Aaron Thibadeaux (Ving Rhames), apparently the only ally that Mac trusts, arrives with supplies for the heist. While Mac is busy making final preparations, Gin contacts her boss, Hector Cruz (Will Patton), from a payphone, and informs him of Mac's whereabouts. Little does she know that the island is bugged, allowing Mac to eavesdrop on their conversation. Mac also makes sure to keep Gin's romantic advances at bay, unsure if she is a true partner in crime or an ambitious career woman on a mission.

Frank escapes from the room, evades Horton's assassins, and with the sudden timely help of Marvin, who turns out to be alive, goes on the run with Sarah. Marvin explains that he and Frank are being hunted because they were listed as participants in a Clandestine operation codenamed Nightshade, conducted during the Cold War to smuggle a nuclear weapon into Russia piece by piece. Horton has convinced world agencies that Frank and his crew are terrorists and must be stopped. Victoria (Helen Mirren) calls, telling Frank she has been contracted by MI6 to kill the three of them. Meanwhile, top contract killer Han Cho-Bai (Lee Byung-hun), whom Horton knows is seeking revenge on Frank, is also hired.

In 1850 (nine years after the events of the first film), California is voting on whether to join the United States of America as a state. A wild gunman with wooden teeth, Jacob McGivens, attempts to steal some ballots, but Zorro chases after him and recaptures the votes. In their scuffle, McGivens pulls off Zorro's mask. A pair of Pinkerton agents recognize him as Don Alejandro de la Vega. Zorro fashions a makeshift mask from his costume and rides off on his stallion, Tornado, to deliver the votes to the governor. Upon returning to his mansion, Alejandro is greeted by his loving wife, Elena (Catherine Zeta-Jones). Elena believes that Alejandro can now up give his alter ego, but Alejandro is sure that the people will still need him. The next day, after sending their son Joaquin to school, Elena is confronted by the Pinkertons, who disclose their knowledge of Zorro's identity. Soon after, Elena is forced to have Alejandro served with divorce papers.
