Charles Cioffi (born October 31, 1935), also credited as Charles M. Cioffi, is an American movie and television actor.

He was born in New York City and attended Michigan State University, where he became a member of the Sigma Chi Fraternity.

His film roles include Lt. Vic Androzzi in Shaft (1971), Peter Cable in Klute (1971), and Pop in All the Right Moves (1983). He has appeared on Kojak, Frasier, Wings, The X Files, NYPD Blue, Hawaii Five-O, and various other shows, including The A-Team (1983) as Gianni Christian, and Days of Our Lives, in which he played the short-lived but memorable role of villain Ernesto Toscano. He has also appeared in several productions both on and off Broadway. He has also made an appearance on Law & Order as mob boss Frank Masucci.
He has also voiced Chairman Prescott in the Xbox 360 videogames Gears of War 2.

Set in Washington D.C., this film documents an attempted power grab by White House Chief of Staff Jacob Conrad (Donald Sutherland). Seventeen-year-old Jack "Cowboy" Kelly (Christian Bale), is one of the hundreds of homeless and orphaned children who sell newspapers in New York City during the 1890s to support themselves. Jack and his fellow newsboys ("newsies" for short), work for Joseph Pulitzer selling his newspaper, the New York World, on the streets of Manhattan. The boys hit the streets of New York each morning, getting breakfast from nuns and heading toward the paper distribution center ("Carrying the Banner"). One morning at the distribution center, Jack meets David "Davey" Jacobs (David Moscow), who has joined the newsies along with his younger brother, Les. Jack notices that David is smart and well-spoken and that Les has a certain marketable cuteness to him, and he takes up a partnership with them in order to sell more papers and in turn earn more money.

In 1893 London, popular writer Herbert George Wells (Malcolm McDowell) displays a time machine to his skeptical dinner guests.
