Jae-hyuk (Kim Myung-min) is a former professor with a doctorate in biochemistry who is currently working as a pharmaceutical sales representative after losing his life savings and his job due to a bad investment he made in the stock market from advice he received from his younger brother. When a series of dead bodies are found floating in the Han River, the public is shocked to discover that the deaths are related to a fatal outbreak of virus-infected mutant parasitic horsehair worms, called Yeongasi, that can control the human brain. Those infected show symptoms of increased hunger without appropriate weight gain and excessive thirst when the worms are mature and ready to reproduce. Hence, they jump into the river to allow the worms to come out of the body. While the authorities work to find a cure, Jae-hyuk and his brother Jae-pil (Kim Dong-wan), a detective agonized with guilt for squandering Jae-hyuk's money in the stock market, struggle to save Jae-hyuk's family when they also exhibit similar symptoms.

Park Man-soo is an ordinary salaryman who lives his life according to a strict set of rules, and this lack of flexibility makes him hard to like at home and at the office. One day, his wife asks for a divorce because she's bored with their life, and he is fired because his corrupt boss hates him. So on his way home, the frustrated and outraged Man-soo tries to set himself free by breaking all the rules that have restricted him his entire life by deviating from them, just for one day. He swears at passers-by, kicks signboards and pees on the street, and he is soon placed under arrest by Ma Dong-chul, a demoted but zealous cop. Officer Ma takes him to the police station to teach him a lesson, where Man-soo meets Yang Chul-gon, a career criminal with 15 previous convictions, who finds it more comfortable to be behind bars. Chul-gon incites the desperate and timid Man-soo to escape the police station with him, and through a series of mishaps, they happen to steal a gun and police car, with which they also try their hand at punishing "law dodgers" themselves. With Officer Ma in hot pursuit, Man-soo and Chul-gon find themselves branded as antisocial vigilantes, and the ₩50,000 fine for Man-soo's original misdemeanor has now turned into a potential life sentence. Thus, the unlikely pair spend a wild night together in Seoul.

The North and South Korean governments are on the verge of reopening the Kyungui Railroad, which connects the two Koreas, as a further step toward reunification. Yet an age old conspiracy is uncovered where the imperial seal with which Emperor Gojong signed the documents is suspected to be fake. It is a race against time and hidden agendas as the South Korean president (Ahn Sung-ki) employs the outspoken historian Choi Min-jae (Cho Jae-hyun) and the descendant of the Joseon royal bloodline Kim Yu-shik (Kang Shin-il) to find the authentic seal and prevent the history of Japanese occupation from repeating itself.
