A failed window dresser named Nikki (Sondra Locke) overhears of a mysterious Ratboy named Eugene (Sharon Baird, billed in the credits as "S. L. Baird") while dumpster diving at a dump. After finding and befriending him, Nikki makes several attempts at exploiting his uniqueness to the public. At the same time, Eugene wishes to avoid public attention. Max Bialystock (Zero Mostel) is a washed-up, aging, and also fraud and corruptible greedy Broadway producer who ekes out a living romancing lascivious wealthy elderly women in exchange for money for his next play. Accountant Leopold "Leo" Bloom (Gene Wilder) arrives at Max's office to do his books and discovers there is a $2,000 discrepancy in the accounts of Max's last play. Max persuades Leo to hide the relatively minor fraud, and, while shuffling numbers, Leo has a revelation: a producer could make a lot more money with a flop than a hit, by overselling the shares in the production as no one will audit the books of a play presumed to have lost money. Max immediately puts this scheme into action. They will over-sell shares on a massive scale, and produce a play that will close on opening night, thus avoiding a pay-out and leaving the duo free to flee to Rio de Janeiro with the profits. Leo is afraid such a criminal venture will fail and they will go to prison, but Max eventually convinces him that his drab existence is no better than prison.

In 1903, American seaman Henry Adams (Gregory Peck) is stranded penniless in England and gets caught up in an unusual wager between two wealthy, eccentric brothers, Oliver (Ronald Squire) and Roderick Montpelier (Wilfrid Hyde-White). They persuade the Bank of England to issue a one million pound banknote, which they present to Adams in an envelope (only telling him that it contains some money). The reason for this is that Oliver believes that the mere existence of the note will enable the possessor to obtain whatever he needs, while Roderick contends that it would actually have to be spent for it to be of any use.

Henry Holland (Alec Guinness) is dining with a fellow Englishman in a posh restaurant in Rio de Janeiro where he is well known. He relates a story explaining his presence in Rio. It seems he was a seemingly unambitious London bank clerk in charge of gold bullion deliveries for over 20 years. He had a reputation for fussing over details and suspecting all cars he observed following the bullion van, but all in all appeared to be a man dedicated to his job and the gold's security. In fact, he had hatched the "perfect" plot to steal a load of bullion and retire. The one thing stopping him had been that selling the gold on the black market in Britain was too risky, and he was at a loss as to how to smuggle it abroad.
